Sustainable development involves constant efforts to reduce pollution by using resources as efficiently as possible. One of the sources of pollution is waste from packaging, recovery, and of course, the possibility of recycling them. The research theme of this paper is the reverse logistics of plastic packaging, which allows the realization of the idea of circular economy and green logistics, which promotes the idea of sustainable development. The EU is strongly committed to issues related to the management of plastic packaging and waste to reduce environmental pollution and achieve circularity goals. Through this article, we aim to highlight the degree to which the EU member states are included in the plastic packaging recycling targets for the year 2030. To highlight the evolution trend for the recycling rate of plastic packaging, we used an advanced forecasting model that runs a series of variables in order to draw up a forecast as accurate as possible. After highlighting the recycling rates for plastic packaging at the level of the EU member states, we proceeded to outline some recommendations in order to encourage the EU member states to make the recycling process more efficient. The current study continues the series of studies dealing with the problem of recycling, but it covers a topic not addressed until this moment, namely the behavior of the citizen regarding the recycling activity seen through the prism of national culture. The current study aims to strengthen the specialized literature in this field and to offer innovative solutions that appeal to the respective national cultures regarding the availability of the populations of the EU member states to address the problem of recycling plastic packaging, not only from a legislative perspective but also from a cultural one. In conclusion, this study generates a model of approach to government policies regarding the recycling of plastic packaging considering the types of national cultures prevailing in the EU member countries, with this being possible by grouping the countries into culturally homogenous clusters. In this way, the environmental policies enunciated by governments can be adapted to convey the message in a more personal way, considering the cultural differences between the EU member states.

The solid waste collection problem refers to truck route optimisation to collect waste from containers across various locations. Recent concerns exist over the impact of solid waste management on the environment. Hence, it is necessary to find feasible routes while minimising operational costs and fuel consumption. In this paper, in order to reduce fuel consumption, the number of trucks used is considered in the objective function along with the waste load and the travelling time. With the current computational capabilities, finding an optimal solution is challenging. Thus, this study aims to investigate the effect of well-known metaheuristic methods on this problem’s objective function and computational times. The routing solver in the Google OR-tools solver is utilised with three well-known metaheuristic methods for neighbourhood exploration: a guided local search (GLS), a tabu search (TS), and simulated annealing (SA), with two initialisation strategies, Clarke and Wright’s algorithm and the nearest neighbour algorithm. Results showed that optimal solutions are found in faster computational times than using only an IP solver, especially for large instances. Local search methods, notably GLS, have significantly improved the route construction process. The nearest neighbour algorithm has often outperformed the Clarke and Wright's methods. The findings here can be applied to improve operations in Saudi Arabia’s waste management sector.

This work is part of the regional research project PIPER—Intelligent Platform for the Optimization of Recycling Operations, which aims to develop a network design model for waste collection in the metropolitan city of Rome, Italy. The goal is to enhance the strategic planning of treatment and disposal facilities by incorporating transshipment locations to improve the efficiency of waste collection. The motivation for this study stems from the stringent targets set by the European Green Deal to achieve near-zero emissions and the critical role of waste management in realizing circular economy practices. Methods: The problem is formulated as a mixed integer linear program (MILP) that includes constraints on vehicle allocation to shifts and driver requirements. An additional feature of the model is its ability to account for vehicle maintenance issues when deployed on consecutive shifts. Results: The model was tested against a real-world case study in Rome and demonstrated significant potential savings, with a reduction in total traveled distance exceeding 10%. The mathematical model was also used for evaluating strategic scenarios in a “what-if” analysis, allowing the municipal collection company to assess location options for depots, waste treatment facilities, and transshipment points, as well as to optimize the fleet composition and driver allocation during work shifts. Conclusions: This study presents a robust tool for strategic planning in waste collection operations, highlighting the benefits of using transshipment locations to improve efficiency. The findings indicate substantial potential for cost savings and operational improvements, making the model a valuable asset for municipal waste management planning.
