As an important agricultural production area in China, the Yangtze River Economic Belt has a large amount of water resources and rich types of energy. Water and energy resources are the supporting basis of food production, and the production and use of energy also need to consume a large amount of water resources. The three affect each other and are interdependent. Paying attention to the synergistic security of water-energy-food system in the Yangtze River Economic Belt is important for regional economic development. This paper uses the pressure-state-response (PSR) model and selects 27 indicators to build an evaluation index system of the regional water-energy-food system. We use the random forest model to evaluate the security level of the Yangtze River Economic Belt from 2008 to 2017, and the Haken model is employed to identify the driving factors that dominate the synergistic evolution of the system. Then we take the identified factors as the key control variables under each scenario and launch a scenario simulation of some provinces in the Yangtze River Economic Belt in 2025. The results show that due to the improvement of water and energy utilization efficiency and the advancement of agricultural production technology, the level of water-energy-food security in the Yangtze River Economic Belt improved significantly from 2008 to 2017. Each province performs differently in different subsystems, with water resources security being better in the upper reaches and Zhejiang and Shanghai in the lower reaches, and food security being better in the middle and lower reaches. The level of energy security is high in Sichuan, Yunnan, and Guizhou in the upper reaches and Shanghai and Anhui in the lower reaches. According to the results of scenario prediction for Jiangsu Province and Hubei Province in 2025, implementing moderate management in accordance with current management objectives can increase the overall security of the system to level 4. The two provinces should focus on controlling water resources and energy consumption and improving the utilization efficiency of water and energy in agricultural production.

Water retailer managed inventory is a classical and inevitable inventory management mode in present economic society. Stochastic models can more clearly explain demand uncertainty and are closely related to water supply chains. Risk preferences are widely valued in behavioral operation management. Related to the risk preferences in inventory management, the research on risk aversion is dominant, while risk-seeking is insufficient. Based on the model assumptions, the risk-seeking retailer’s optimal decision-making inventory model with stochastic demand in a water supply chain is studied. The risk-seeking retailer’s optimal inventory quantity, optimal inventory cost, supplier profit, retailer profit, and the profit of the entire water supply chain are derived. The validity of the equations is proved. The sensitivity analysis of the risk-seeking retailer’s optimal inventory decision-making is carried out. The risk level effects on the five dimensions, the retail price, wholesale price, unit shortage cost, unit inventory cost, and unit residual value, are displayed through numerical simulation. The optimal inventory quantity and optimal inventory cost of the risk-seeking retailer are obtained.

The need to quantitatively measure the security of the water–energy–food (WEF) nexus sectors in a region is of great importance due to the vulnerability of each sector and the associated cost. This paper presents an approach for optimizing the security indices of the WEF nexus by analyzing the availability, accessibility, and sustainability of water, energy, and food resources. To maximize the security indices, a multi-objective mixed integer nonlinear programing model involving multiple stakeholders is presented. Through the model, the dependent variables for the optimization of the indices are described, and these in turn represent new and existing technologies considering the economic and environmental aspects. Furthermore, the optimization model results in different configurations when selecting technologies to satisfy high demands imposed by the population, maximizing the value of the evaluated indices, and improving the performance of the distribution network of the studied area. Different scenarios are designed to observe the behavior of the objective functions (minimizing the total annual cost, fresh water consumption, and greenhouse gas emissions) while maximizing the security of the WEF nexus; the indices are illustrated in radar graphs that allow identifying the interactions between the involved sectors. A case study of an area of Mexico with great development is analyzed due to its economic importance; however, the model is applicable to any region with the corresponding data and similar climatic characteristics. The results show the vulnerability of the distribution network and that it is possible to satisfy the demands of a region with the implementation of new policies that allow maximizing the values of the WEF nexus security indices. In general, the total annual cost and greenhouse gas emissions are dependent on the variations in the indices, and the indices associated with the energy sector fluctuate more in the analyzed scenarios.
