Ways of interaction of ombudsmen and employees of internal Affairs bodies in ensuring constitutional human rights as the highest constitutional value

Abstract

The article analyzes the theoretical and legislative foundations of the police interactions with institution of ombudsman. The authors analyze legislative sources that determine the basis and procedures of their interactions in order to comprehensively, qualitatively and objectively ensure the protection of the rights, freedoms and legitimate interests of humans and citizens. The close attention is drawn to the specifics features reasoned by forefront character of activity executed the bodies of internal affairs, who fight against crime, protect of public order and public safety. The authors argue that the ombudsmen in their activities should prevent not only direct violations of individual rights, but also abuse 
 of powers by the officials in other ways. A special area of interaction analyzed in the article is the protection of the rights of police officers themselves. In conclusion, authors conclude the necessity to provide a responsible 
 attitude to the execution of instructions and other documents issued by ombudsmen, despite the absence of their binding character.
