Purpose This paper aims to examine the process for estimation of efforts for software development and suggests a framework for estimating software development costs and ensuring quality of code in e-Government projects from the Indian state of Andhra Pradesh. With no established processes for estimation of efforts, the Government relied on open bids from the market to develop these e-Government applications. Design/methodology/approach The paper adopts an exploratory case study approach to analyze the e-Government applications in Andhra Pradesh. Using data from the information technology department of the Government of Andhra Pradesh, the paper evolves a framework to compute costs of software development, based on the software development life cycle. Findings The framework helps in arriving at a hurdle price before the tender process. The study has shown that an e-Government application in AP state would cost Rs. 224,000, or US$2,969.25, for a simple application, and Rs. 33,60,000, or US$44,538.71, for a complex application over a five-year period, depending on the complexity and size of the application. This information would be useful to the Government decision-makers for expanding e-Government. Research limitations/implications Further research may assess the utility of this framework for e-Government support activities like automation of data centers, video conferencing facilities and ushering in financial technologies for encouraging cashless payments. Originality/value The paper provides information that could be of value at a national level (for India) and at the same time providing a guide for other countries that would like to adopt this framework.

Website JOY Indonesia merupakan media untuk mendapatkan informasi terkait kegiatan JOY serta digunakan sebagai media promosi untuk menjangkau anggota baru dan tetap terhubung dengan para-alumni. Salah satu faktor ketertarikan pengguna untuk mengakses website dan menjadi ciri khas adalah antarmuka, namun saat ini website JOY masih jarang diakses dan juga masih terdapat kekurangan pada website terutama pada fungsionalitasnya. Terkait masalah tersebut akan dilakukan pengukuran tingkat usabilitas antarmuka situs web JOY Indonesia dengan metode Usability Testing, kemudian akan dilakukan perancangan purwarupa baru berdasarkan hasil uji usabilitas tersebut. Penelitian ini akan dilakukan dengan menguji empat aspek usabilitas yaitu time on task, task success, error dan efficiency, serta dilakukan wawancara dan observasi terhadap responden untuk mengetahui tingkat kebergunaan situs web JOY Indonesia. Pengujian akhir yang dilakukan pada desain pengembangan memiliki hasil efisiensi sebesar 88.34%, kemudian hasil pengujian time on task pada desain hasil pengembangan total waktu keseluruhannya adalah sebesar 139,8 detik, dan nilai success rate sebesar 94.80%. Hasil tersebut sudah memenuhi rata-rata tingkat keberhasilan serta fungsionalitasnya dapat diakses dengan efisien dan efektif oleh pengguna.

Accessibility engineering in web evaluation process: a systematic literature review

Several works of literature contributed to the web evaluation process in recent years to promote digital inclusion by addressing several accessibility guidelines, methods, processes, and techniques. Researchers have investigated how the web evaluation process could be facilitated by including accessibility issues to obtain an inclusive and accessible solution to improve the user experience and increase user satisfaction. Three systematic literature reviews (SLRs) have been conducted in the context of past research, considering such research focuses. This paper presents a new SLR approach concerning accessibility in the web evaluation process, considering the period from 2010 to 2021. The review of 92 primary studies showed the contribution of publications on different phases of the web evaluation process mainly by highlighting the significant studies in the framework design and testing process. To the best of our knowledge, this is the first study focused on the web accessibility literature reporting the engineering assets for evaluation of new accessible and inclusive web-based solutions (e.g., websites). Besides, in this study, we aim to provide a new direction to the web designers and developers with an updated view of process, methods, techniques, tools, and other crucial aspects to contribute to the accessible process enrichment, as well as depict the gaps and challenges that may be worthy to be investigated in the future. The findings of this SLR introduce a new dimension in web accessibility research on determining and mitigating the research gap of web accessibility issues for web designers, developers, and other practitioners.
