Abstract: As TANF comes up for reauthorization in 2002, stereotypes of welfare recipients must be challenged so that public animosity can be transformed into public support. This article explores strategies for doing so, drawing on a study describing the stories welfare recipients told about their lives and experiences with welfare in the New York Times and the Washington Post during the 1996 debate over welfare reform. “…A key aspect of the framing of social policy is how the focal “problem” is defined. Any definition brings with it assumptions about the cause of the problem, the “best” solutions to pursue, and responsibility for its implementation (e.g., the individual, society, government; Iyengar, 1990; Lens, 2001, 2002). The tendency of media frames to universalize elite interests is further illustrated by the problem definitions that policymakers established for welfare programs versus dividend tax cuts.…”

“…This exploratory procedure allowed us to identify prominent themes in the debates surrounding welfare and tax policies, including covert myths and values, and the silences that are inherent in excluded topics or ideas (Lens, 2002). In the second phase of analysis, these themes were used to develop a closed‐ended coding scheme for each set of articles.…”
