Advanced cybercommunities are communities in which perfect surveillance is possible – software tools allow everything to be observed, recorded, archived, pored over at a later date and acted upon. Hence, one expects that these surveillance technologies ought to be heavily used and effective in controlling deviance in these cybercommunities. Drawing on our research in the cybercommunity Second Life, we observe that surveillance technologies are not heavily used to deal with deviance; instead, it is the power of relationships that form the fabric of social control and the regulation of deviance. This discovery questions the effectiveness of technology as a regulator, both in Second Life and in the real world, as well as evidences the importance of social bond as a mediator of deviance.Key Words: deviance, surveillance technology, cybercommunities, control, social bond

Research Summary We report on the findings of an updated systematic review and meta‐analysis of the effects of closed‐circuit television (CCTV) surveillance cameras on crime. The findings show that CCTV is associated with a significant and modest decrease in crime. The largest and most consistent effects of CCTV were observed in car parks. The results of the analysis also demonstrated evidence of significant crime reductions within other settings, particularly residential areas. CCTV schemes incorporating active monitoring generated larger effect sizes than did passive systems. Schemes deploying multiple interventions alongside CCTV generated larger effect sizes than did schemes deploying single or no other interventions alongside CCTV. Policy Implications The results of this systematic review—based on 40 years of evaluation research—lend support for the continued use of CCTV to prevent crime as well as reveal a greater understanding of some of the key mechanisms of effective use. Of particular salience is the continued need for CCTV to be narrowly targeted on vehicle crimes and property crime and not be deployed as a “stand‐alone” crime prevention measure. As CCTV surveillance continues to expand its reach in both public and private space and evolve with new technology, policy will benefit from high‐quality evaluations of outcomes and implementation.

It is a pertinent time to reflect upon the use of CCTV. As some areas withdraw funding from their CCTV systems, others are expanding coverage and upgrading to Intelligent CCTV (ICCTV) or ‘smart’ CCTV supplemented with facial recognition and a range of other capabilities. Since the Metropolitan Police first installed CCTV cameras in Trafalgar Square in 1960 (Williams, 2003), CCTV as a crime control measure has become more complex. Indeed, technological developments have increased the array of possible uses but, at the same time, have also raised the number of issues that need to be managed. This chapter aims to chart the challenges facing the effective deployment and integration of CCTV into security responses. It will discuss the prevalence of CCTV, explore the evidence pertaining to whether it ‘works’ as a crime control technology and consider what the future for this much debated and controversial technology might hold. Although much of the research refers to CCTV, we also discuss visual data derived via other types of cameras and consider the rise of ‘sousveillance’ (Mann et al., 2003)
