The local government has the authority to take policy, as has the Regent of West Pasaman period 2007 has taken policies related to improving the reading ability of the Qur'an for every child in the government area he leads. This research will trace how the regent responded in enforcing perda No. 9 year 2007 so as to give birth to a generation that is able to read the Qur'an well and have sufficient religious understanding. The design of this study is qualitative, while the data sources that researchers use are nagari guardians, purposively selected citizens, community leaders, according to the desired data then in this study used data collection techniques in the form of observations, interviews and documentation studies. The results of the study prove that: first, Wali Nagari has a positive response, the indicator is the instruction of the guardian agari to all citizens to submit their children to the mosque and mushalla to get a reading education writing the Qur'an, renovate the mosque and mushalla to be worthy as a place to learn to read the Qur'an, complete the necessary facilities, give appreciation to the teachers paying in every mosque and mushalla that is in Talu nagari. Second, children's understanding of Islamic religious education has increased since the regulation of the area was established.

Purpose of the study: This study aims to determine the characteristics of ideal and quality teachers who pass the teacher competency test, teacher problems, teacher’s efforts in implementing learning, and the role of the principal in optimizing competencies to create ideal educators. Methodology: This research is field research with a qualitative type using two methods in the data collection process, namely questionnaires and documentation. The research was conducted at MI Muhammadiyah Kartasura Surakarta. Main Findings: Ideal and quality teachers are teachers who pass the professional competency test, which includes mastery of material, structure, concepts, and scientific mindsets that support the subject taught and sustainably develop professionalism through reflective action. While the efforts made are optimizing the use of various learning methods and media, as well as providing reinforcement or appreciation to students who ask or answer questions. The role of the principal in optimizing ideal teacher performance is to try to find solutions so that the learning process runs smoothly following the learning plan that has been made so it does not bring disadvantages to students. Applications of this study: this research is expected to be applied in schools, universities, and the wider community that focuses on education issues and the quality of teachers and teaching, as well as competence and certification. Novelty/Originality of this study: this study focuses on discussing problems, characteristics, concepts, and guidelines for optimizing teacher competence towards ideal and quality educators at MI Muhammadiyah Kartasura Surakarta and combined with the theory of ideal and professional teacher concepts according to the national education system in Indonesia.

Motivation to become teachers is believed to be a predictor of quality teachers’ professionalism. Particularly in language teaching, teachers with good motivation will support the teaching of English which is considered difficult by many students. However, changes in policy about Education qualification requirement might affect preservice English teachers’ motivation to enter the teaching profession. This study seeks for answers on how this change affects preservice teachers’ motivation to enter teaching profession. Data were in the forms of responses to questions related to participants’ initial motivation and the motivation at their 8th semester. They were collected using an online open-ended survey with links distributed via emails or WhatsApp to 400 English Language Education students. Two hundreds and ninety-nine students (response rate of 74.75%) filled in the survey. The data were analyzed qualitatively by coding and labeling the responses following the types of regulations proposed by the Self-determination Theory (SDT) of motivation. Findings suggest that 48.2% participants reported their initial motivation as Extrinsic, 41.8% Fallback Career, 1.7% Amotivation, 7.4% Intrinsic, and 1% Altruistic. Significant changes from Fallback Career to more autonomous extrinsic types of regulation were identified, where 75.9% participants reported Extrinsic Motivation and 6.0% Fallback Career at their 8th semester. Findings about high initial fallback careers imply the needs for careful selection of language teacher education programs. The fact that fallback careers change implies the hope for future teachers’ better practices, which in turns improve the English teaching in the classrooms.
