What shapes the formation of interstate benchmarking networks?

Abstract: Most studies on public sector benchmarking focus on performance indicators, processes, and outcomes of managed benchmarking. This article, instead, explores the formation of spontaneous interstate benchmarking networks among U.S. state agency leaders.
