This work extends research on the views and experiences of Bolsa Família recipients (Hunter & Sugiyama, 2014;Sugiyama & Hunter, 2013), incorporates interviews with federal bureaucrats with the Ministry of Social Development as well as street-level bureaucrats, and draws on the literature on Brazil's CCT.
