Whose climate intervention? Solar geoengineering, fractions of capital, and hegemonic strategy

Abstract: Proposals for slowing climate change by reflecting sunlight back to space, known as solar geoengineering (SG), are gaining traction in climate policy. Given SG’s capacity to slow warming without reducing carbon emissions, prominent criticism suggests that it will enable fossil fueled business-as-usual. This assessment is not without merit, yet the primary funders of SG research do not emanate from fossil capital. We analyze sources of funding for SG research globally, finding close ties to mostly US financial … Show more

“…107 Robinson's book posits a scenario that echoes the thinking evinced in much of the literature and among investors and researchers interested in solar geoengineering that considers the conditions under which SAI might be used. Indeed, Chris Sacca, a billionaire venture capitalist heavily invested in solar geoengineering research, 108 drew on Kim Stanley Robinson's imagined scenario when he recently stated: 'The odds are 100 percent that some country pursues sunlight reflection, particularly in the wake of seeing millions of their citizens die from extreme weather' , because 'The world will not stand idly by and leaders will feel compelled to take action. ' 109 A serious climate event in the context of the broader climate emergency leads a vulnerable state to deploy SAI as a fast-acting response, which may help spur international cooperation and an effective, fair governance regime.…”

“…In an article titled, ‘For better or worse, billionaires now guide climate policy’, Halper and Verma (2022) explain that ‘Bill Gates and other ultra-wealthy businessmen are steering the energy transition toward their worldview and favored technologies’. This includes geoengineering (Surprise and Sapinski, 2022) and fusion technology. Bill Gates’ Breakthrough Technologies has invested billions of dollars in a range of clean-energy and clean-tech companies, and Gates also backs Commonwealth Fusion Systems.…”
