“…Previous empirical studies on agricultural policy implementation have focused much on unpredictable policy outcomes, inadequate government control over implementation institutions, regulatory capture; lack of cooperation (Osmani et al, 2022); natural and population-related factors (Nguiakam, 2011); inefficient institutional framework (Di Vita, 2015;(Dolfsma, 2011); and non-consultation in policy making (Hudson et al, 2019) as the causes of ineffective agricultural policy implementation.
