“…Some PhD returnees are immediately promoted to full professorships, which upsets their local counterparts because they have yet to prove themselves capable of independent research (Zweig, 2006). Furthermore, the requirement of "overseas returnee only" from the recruit notices of universities and research institutions upset local PhD students, whatever they have achieved (Chen, 2022).To survive the competition with the returnees, the Chinese government financially supports local scientists and PhD students to visit foreign universities/institutions as visiting scholars/students from six months to two years to help them build international collaboration.
