Work Motivation in the Public Service: A Scale Development Based on the Self-Determination Theory

Abstract: Work motivation in the public service (WMPS) was proposed to address street-level bureaucrats’ work motivation based on the self-determination theory (SDT). Using mixed methods, the present study developed the WMPS scale within a Chinese context. A series of analyses supported the construct validity, reliability, content validity, convergent and discriminant validity, and criterion validity of the WMPS scale. The scale includes 20 scale items in six dimensions: intrinsic motivation, identified regulation, inst… Show more

“…Alpha values for the three dimensions of knowledge, attitudes, and practices are .55, .77, and .58 respectively. Although an alpha coefficient higher than .70 is recommended, values between .50 and .60 are still acceptable for preliminary social science studies especially when the scale contains a limited number of items (Chen & Xu, 2021; Hamedani et al, 2019; Nunnally et al, 1967; Peterson, 1994; Streiner, 2003; Xu, 2022; Xu & Chen, 2021). Consequently, the three-dimension KAP scale with nine items is deemed adequate.…”

“…We first examine the reliability of each measurement using ordinal alpha as all the scale items are ordinal and non-normally distributed [64]. An alpha coefficient of 0.70 or higher is usually considered as a cutoff point for good internal consistency but a value between 0.50 and 0.60 is still acceptable for preliminary studies in social sciences, especially for scales with a limited number of items [65][66][67][68][69]. We then exmined composite reliability (CR) and average variance extracted (AVE).…”

“…We examine the internal consistency of each measurement using ordinal alpha as all the scale items are ordinal and non-normally distributed [80]. An alpha coefficient of .70 or higher is usually considered as a cutoff point for good internal consistency but a value between .50 and .60 is still acceptable for preliminary studies in social sciences especially for scales with a limited number of items [81][82][83][84][85][86][87]. Results show that ordinal alpha ranges from .64 to .86 for the four scales (see Table 2), demonstrating acceptable internal reliability of each measurement.…”
