Global IR is an encompassing term for a range of work that has set out to globalize the discipline in terms of its core concepts, assumptions, and substantive areas of study. Our symposium supports Global IR's goals but also offers some friendly critiques of the project with the aim of increasing its impact and durability. In this Introduction to the symposium, we posit that Global IR is vulnerable to a dynamic that limits its capacity to upend the status quo, which we term the ‘essentialism trap’. Essentialism captures a range of commitments oriented around the notion that the world is constituted by pre-formed, fixed, internally coherent, and bounded social forms. The trap involves the overuse of essentialist categories by radical projects, a process that can result in the reinforcement of status quo categories and assumptions. With reference to previous openings in IR that have succumbed to this trap, we identify the dynamics that lead to this trap and suggest ways in which Global IR can avoid it by leaning more into relationalism and global history, and, thereby, fulfil the promise contained in the range of movements it speaks with and for.

Este artículo presenta un primer resultado del proyecto “evaluación de impacto de proyectos financiados por la cooperación internacional en organizaciones de la sociedad civil”, en el que se busca recolectar evidencia sobre la efectividad de la cooperación internacional. Aquí los hallazgos del análisis de texto de los proyectos que obtuvieron financiación del Fondo Multidonante para la Paz administrado por la Organización de Naciones Unidas, como evidencia sustancial de prácticas y hechos en este tipo de herramientas. Se interrelaciona el análisis cuantitativo con el cualitativo para un acercamiento desde el análisis de texto y la teoría de cambio en los títulos de los proyectos financiados y de esta manera se perfila no solo la estructura del fondo, sino las tendencias en materia de cooperación internacional, sus prioridades y preferencias, que se codifican en el estudio. De esta manera, la propia experiencia de investigación se convierte en el core del abordaje de estas temáticas que, en este caso, tienen una práctica única en el mundo. El artículo se divide en las siguientes partes: Primera, se da cuenta de un breve estado del arte y marco teórico utilizado para la realización de esta investigación. Segundo, se aborda la metodología de trabajo de la investigación. Tercero, se mencionan algunas características generales de los proyectos financiados por el Fondo. Luego, se muestran los hallazgos relacionados con los títulos. Ambiguity and Clarity in China's Adaptive Policy Communication

In China's one-party bureaucracy, central directives issued by the Central Committee of the Chinese Communist Party and the State Council are the most important instrument of formal policy communication, yet their language has rarely been studied. This study highlights three politically salient varieties of directives: grey (ambiguous about what can or cannot be done), black (clearly states what can be done) and red (clearly states what cannot be done). Grey directives encourage flexible policy implementation and experimentation, black ones strongly endorse and thereby scale up selected initiatives, while red ones forbid certain actions. Together, this mixture of ambiguous and clear directives forms a system of adaptive policy communication. Using automated text analysis, I classify nearly 5,000 central directives issued from 1978 through 2017 into the categories of grey, black and red. This first-of-its-kind measurement effort yields new insights into the patterns and evolution of central commands from Deng Xiaoping to Xi Jinping.
