Abstract

This study aims to describe the strategy of National Narcotics Agency (Badan Narkotika Nasional, BNN) in preventing drug abuse and distribution in Denpasar, Bali. Researcher used qualitative method with a descriptive approach. All data is obtained from literatures, observation, documentation, and interviews with BNN informants and civil community. Data analysis is applied through triangulation checking and technique of data collection, data reduction, data presentation, and conclusions. The results of this study found that in preventing drug abuse and distribution, BNNK Denpasar has been carried out the most basic strategic programs such as promotive, preventive, curative, rehabilitation and repressive. Furthermore, they applies four strategies, called soft power (prevention efforts, community empowerment and rehabilitation), hard power (efforts to eradicate crime), smart power (utilization of information technology and social media), and cooperation.
