In the autumn of 2021, after Angela Merkel retired, her successor, Olaf Scholz, assumed power as head of a new coalition consisting of Social Democrats, Greens, and Free Democrats. Scholz had an ambitious agenda to reform Germany. Yet, within months, Russia launched its brutal military invasion of Ukraine. Overnight Scholz had to adapt to a Europe at war, which raised profound questions about Germany's international role. Was its post-1945 'civilian power status' still viable? What about its deep-seated 'culture of restraint'? On 27 February 2022, three days into the war, Scholz addressed the Bundestag, boldly announcing a German Zeitenwende, an 'epochal turn' in the Federal Republic's conduct of foreign and security affairs. This essay evaluates Scholz's grand rhetorical vision a year on, questioning how much his claims for a major German foreign-policy revolution have yielded in practice. It will reveal that although Chancellor Scholz hoped to be seen as a decisive leader, his actions have so far been those of a beleaguered temporizer, unable to shake the age-old constraints tied to history, geography, and party politics. Crucially, his innate caution (reflected in long bouts of silences), his stubbornness, his unwillingness to lead from the front, as well as the structural limitations that Germany has long faced, have acted as breaks. Although the biggest tests are still to come, 2022 was a year of forced reinvention for both Scholz and Germany, and neither looked comfortable in assuming their new role.

The national socio-economic policy places significant emphasis on developing youth entrepreneurship, with state programs targeting university students. However, students in secondary vocational education programs, who provide the economy with skilled middle-level specialists, are often overlooked. This study surveyed students in vocational education programs at Tyumen Industrial University to understand their attitudes towards entrepreneurship and compared the results to similar surveys conducted by the analytical center NAFI. The study focused on cognitive, activity, and motivational components, as well as gender differences. Results revealed that while many students were interested in entrepreneurship, they did not always pursue it. The study identified potential business sectors and obstacles to starting a business. Gender differences were observed in motivation and choice of business sector. These findings can inform regional authorities seeking to improve policies aimed at developing youth entrepreneurship.

The system of secondary vocational education is of strategic importance for the economy, since the quality of training determines the potential of its development. The speed of the emergence of new technologies requires flexibility and structural complexity of educational mechanisms, which is reflected in the decisions of the federal project "Professionalism". The new reality dictates the need for a conceptual understanding of the logic of the development of PDF, the potential and risk-taking of the steps taken and the viability of initiatives. The authors' contribution to the solution of this problem consists in identifying possible scenarios for the development of STR based on the expectations and readiness of stakeholders. The purpose of this article is to analyze possible scenarios for the development of SPE and their assessment from the perspective of key stakeholders – teachers and administrators of training institutions for SPE. Methodology, methods and techniques. The work consists of three main blocks: a theoretical analysis of research on the functioning of the SPO; an empirical part, presented by a description of the author's methodology and data from an expert survey; resulting conclusions containing formulations of basic scenarios for the development of the SPO. The scientific novelty of the research lies in the development of a methodology for analyzing the state and prospects of the development of SPO by a key stakeholder – training institutions for SPO. Practical significance. Conceptual constructions and the obtained practical data can be taken into account when developing educational strategies, individual results are useful for optimizing the educational process in universities that train personnel for vocational education. Conclusions. Changes in the value basis of vocational education, as well as an increase in the motivation of teachers and masters (not only material, but also at the level of understanding and acceptance of ideas) determine the effectiveness of decisions and initiatives.
