Abstract

The article explores the conceptual foundations of public administration concerning the implementation of the EU Green Deal in Ukraine. By merging theoretical frameworks with practical insights, the authors examine the key challenges and opportunities arising in adapting green development principles to the Ukrainian public administration context. The implementation of the EU Green Deal has emerged as a strategic direction shaping policy and economic landscapes in Europe. In the context of Ukraine's association with the EU, the country has committed to aligning its legislation and management systems with the principles of green development. This article aims to scrutinize the conceptual aspects of this process and its implications for public administration in Ukraine and delves into the foundational theoretical approaches to public administration and their interplay with the concept of green development. The authors analyze key concepts such as sustainability, public participation, ecological resilience, among others, which are critical in formulating effective public administration strategies within the framework of sustainable development. The concluding segment discusses potential pathways to address challenges and achieve success in realizing the EU Green Deal in Ukraine. Concrete recommendations are proposed regarding political, legislative, and institutional changes necessary for creating an enabling environment for green development. The article synthesizes key findings regarding the impact of the EU Green Deal on the conceptual foundations of public administration in Ukraine and provides recommendations for further research and practical measures in this domain.
