The educational component of the Concept of Construction Information Modeling in Ukraine (European Union International Technical Assistance Project) does not raise any objections, but requires specification of a number of decisions at the level of the Ministry of Education of Ukraine, universities, specialties and departments. It is propose at the state level to solve the problem of need and development in the labor market of competencies of specialists for the construction industry in terms of technological and managerial innovations. To implement fragments of information modeling in the educational process in modern conditions, in particular in the diploma design of masters of construction, it is propose to solve a number of methodological problems in market conditions during the life cycle of the project. First, a number of software products operating in Ukraine remain detached from the 3D design model. This applies to the organization and management of construction (4D); estimated and contractual pricing (5D); a number of new programs on environmental protection, energy efficiency (6D), maintenance and operation of buildings (7D) and especially the lack of software to determine the economic option of the building for the life cycle (8D). In these conditions, even when preparing applicants for the use of a software product at the 3D level, there are many problems in preparing and defending a thesis project. It is necessary to eliminate various approaches to determining the effectiveness of innovative solutions in methodological developments. The evaluation of innovative solutions should base on variant design - from several technically feasible competing variants of organizational and technical solution should choose the best option, the most economically feasible in these specific conditions for the project life cycle: design, construction and operation of the building. Promising for solving problems in these areas is a scenario approach - the development of a number of indicators for the life cycle of the project, taking into account all factors influencing the project goal, as well as options for measures required to achieve this goal by criteria: volume - quality - deadlines - cost - risks - efficiency.
The main focus of study is aimed at the development of institutional forms in 19th century Russian Empire. This period is the era of emperors Alexander I, Nicholas I and partly Alexander II — the time of rapid state, church and public institutions development. During this period clergy was becoming the subject of government regulation. The body of clergy itself is acquiring corporate features, and the number of clergies who have passed through educational institutions is growing. Theology is faced with a question that is still relevant to this day — how much the practice of preparing the clergy can correlate with the theological understanding of the priesthood? One of the solutions can be seen in activities and works of St. Philaret (Drozdov). Since the role of St. Filaret in this activity has not fully determined, therefore, the purpose of study is to clarify the role and results of St. Filaret’s educational activities, based on the analysis of the most complete corpus of sources. For this, an interdisciplinary approach i. e. combination of general scientific, special historical and theological methods was applied. The study allows us to establish: activities of St. Philaret in the context of preparation and comprehension of the pastor had a multi-vector complex character. Its results allow us to speak about the understanding by contemporaries of the problem of priesthood training and attempts to solve it, which, however, were not crowned with success. The experience of predecessors is certainly relevant today in the context of constant educational paradigms’ refinement.
The analysis of the main provisions of two concepts: "The concept of application of construction information modeling in the management of the life cycle cost of public facilities" (Project) was developed at the National Academy of Public Administration under the President of Ukraine (NASU) by a group of experts led by Professor V.S. Kuybida and “Concept of Implementation of BIM - Construction Information Modeling in Ukraine” (Project) of the EU International Technical Assistance “Assistance to the Organization of the Government of Ukraine in Improving the Management of the Infrastructure Project Cycle”. The developers of the first Concept identified the principles, but the implementation of these principles in Ukraine requires the improvement of the current system of relations in the investment-construction-operational process, changes the traditional mechanisms of the industry and construction management through innovation. The second Concept presents the results of a comprehensive study in general of the problems of implementation of information technology, without a deep study of the state of the construction industry of Ukraine. The analysis of the main provisions of the two concepts allowed to identify the principles that should be the basis for combining three life cycle models: design, construction, operation - from the first stage of design to the reconstruction or liquidation of the object, in order to use them to innovate and improve competitiveness of objects at all stages of a life cycle and influence on work of the construction enterprises in market conditions. The educational component of the Concept as a whole does not cause objections, but requires specification of a number of decisions at the level of the Ministry of Education of Ukraine, universities, specialties and departments. In general, the combination of the two concepts provides a lot of historical and methodological material for the educational process and can be the basis for the educational process of information technology. Simultaneously, the analysis of the two concepts requires attention to differences, conclusions and generalizations that contradict the real situation in the industry and require a single system of terms.
The problems of the strategy and tactics of European integration in the innovative development of the construction complex of Ukraine have led to the need for transformation in modern conditions through large infrastructure projects, increasing the residual resources of facilities and the transition of the industry to the use of new BIM technologies. Building information modeling is a technology for optimizing the processes of designing, constructing, and operating a building, based on the use of a single model and the exchange of information on any object between all participants throughout the entire life cycle - from the owner's idea and the architect's first sketches to the maintenance of the finished building. Project management is a purposeful, continuous process of coordinating the actions of the participants in the formation and implementation of a project in order to produce products in the optimal time frame and maximize profits. In a market economy, the actions of project participants are often opposite, and the task of management is to subordinate their activities to the investor's single goal. The investor wants to get the project cheaper and faster. The contractor wants to build it in a favorable time frame with maximum profit. Management considers the project as a dynamic system in which different subsystems operate at different stages of the life cycle. The leading management function is strategic and tactical planning, and the central function in operational management is regulation. Based on the principles and mechanism of project life cycle management, the implementation of BIM technology requires solving a number of problems and creating prerequisites related to design, construction, and operation. The analysis and evaluation of the economic efficiency of the system at each level and in general should be preceded by scenario design - the selection of the optimal scenario from several technically feasible, competing options for the project life cycle. The adopted methodological approach and variant design as part of BIM technology involves our research to improve the analysis and evaluation of the efficiency of production organization in design and construction from the standpoint of a system of models and methods of structural optimization in the innovative development of the construction complex of Ukraine in difficult market conditions. The assessment of the economic effect over the life cycle of an object using BIM technology should be investigated according to a scheme where several options for the design of the object should be developed with the final decision. At the same time, BIM technology involves predicting the risks of changes in the conditions of actual construction and operation of the facility, repair systems, and cost-effectiveness assessment over the life cycle of the project. The introduction of a BIM system into the design and construction process has undeniable advantages, as it allows you to instantly access any information about the facility, control the quality of work at all stages, avoid conflicts in the project, and significantly reduce the cost of construction. The development of the construction industry of Ukraine as a basis for economic transformations through the introduction of information technology (IT), put forward appropriate requirements for specialists. There is a need at the state level to solve the problem of need and development in the labor market of competencies of specialists for the construction industry in the implementation of VIM technologies, creating a single information model in the construction of Ukraine, which would combine architectural, design, engineering, cost, ecological components with access to cost-effective decision-making for the life cycle of the object and, accordingly, the introduction of innovative technologies in the education and training of competent professionals.
