The article is devoted to measures of state and banking stimulation of the digital transformation of cultural organizations during the COVID-19 pandemic, as well as the need for legal understanding of such concepts of Russian legislation as financial support, methods of financial support. The authors of the study propose regulatory changes to improve the financial and legal mechanism of interaction between participants in tax and public banking legal relations, including government bodies, as well as representatives of the banking sector to provide financial support to cultural organizations. It has been concluded that the state is the main subject of financial support for cultural organizations in Russia during the spread of the COVID-19 pandemic. At the same time, at the institutional level, the financial and legal regulation of the provision of such financial assistance has yet to be built.
The article deals with topical issues of implementing the norms and principles of Russian financial law in the current world order. The author proposes a hierarchical division of norms-principles of financial law depending on the level of consolidation of norms. The author argues for the need for the state to comply with General legal and special principles in modern conditions of changing legal reality. In this paper, the author examines the need to implement norms and principles in the legislation of financial law in its formation and implementation. The author emphasizes the importance of this process, as it will create positive trends in the implementation of the norms and principles of financial law in the current world order, which will strengthen the basis for the observance of public and private interests in financial relations, will serve to ensure economic security and financial harmonization of the Russian state.
The possibility of quantum holography in the medium of inhomogeneously broadened two-level atoms for two-photon regime of operation proposed by A. Rebane is discussed and peculiarities of such holographic process are considered. The experimental scheme for recording of such holograms is suggested. The conditions for realization of quantum holographic process with this scheme are considered. Also, the original approach for quantum holography in homogeneously broadened three-level atomic system using "stopping of light" procedure is proposed and the theory of such process is constructed.
