Forest utilization of indigenous communities is intimately connected to experiences and knowledge arising from the interaction between people and their environment. The traditional ecological knowledge of the Dayak Tunjung communities in East Borneo offers an interesting example of the interrelation between agricultural food production, forest management and local culture. This study describes how the local villagers manage their rice cultivation system combined with forest succession based on traditional ecological knowledge. Data were obtained through direct participatory techniques by interviewing key informants about their practices and perception as well as field observations on farming activities and forest management. Traditional ecological knowledge on food production and forest management has evolved over many generations but is degrading rapidly. The Dayak people base their practices on a shifting cultivation system of rice intercropped with other foods, while at the same time maintaining forest succession after abandonment. Traditional knowledge relates to ecological reasons for different shifting cultivation stages, selection of suitable cultivation plots, soil classification and culturally embedded 'signs of nature'which signs to look out for during which month of the year and which activities to undertake. Throughout Indonesia, traditional ecological knowledge can prove to be instrumental for future forest resource and conservation management.
ABSTRAK Indonesia adalah negara yang luas dan mempunyai penduduk dengan jumlah yang besar. Persoalan ini kemudian terkait dengan penyediaan rumah sebagai tempat tinggal bagi masyarakat, terutama bagi masyarakat berpenghasilan rendah. Pada tahun 2003 terdapat back-log (ketidakmampuan penyediaan rumah) sebanyak 5,93 juta unit rumah, maka jika target penyelesaian adalah di tahun 2020, maka setiap tahun harus tercapai penyediaan rumah oleh pemerintah maupun masyarakat sebanyak 1,15 juta unit/tahun. Kegiatan Pendataan Rumah Tidak Layak Huni (RTLH) Kabupaten Bulungan Tahun 2017 merupakan implementasi dari program Pemerintah yang sudah dilaksanakan sejak tahun 2000 yang lalu. RTLH adalah rumah yang tidak layak untuk tempat tinggal disebabkan oleh kondisi rumahnya yang tidak sehat atau berada di kawasan permukiman kumuh maupun rumah yang bisa membahayakan kehidupan penghuninya karena tidak memenuhi standar konstruksi. Konsep rumah layak huni adalah rumah yang mempunyai; sirkulasi udara yang baik, kualitas air yang memadai, pencahayaan atau penerangan yang cukup, dapur bersih dan pembuangan asap lancer, konstruksi bangunan yang memenuhi standard, mempunyai sanitasi yang baik. Berdasarkan hasil survai, kemudian dilakukan analisis terhadap standar diatas, maka dapat disimpulkan bahwa Total Rumah Tidak layak Huni (RTLH) Kabupaten Bulungan Tahun 2017 adalah sebanyak 1.896 RTLH, yang terbagi dalam beberapa kategori. The retail trade sector is currently booming and seizes unlimited opportunities and intersects with other sectors that can cause multi-fliyer effects to improve the regional economy, especially in the Expansion Regency. However, due to limited infrastructure and inefficient distribution, the price of goods is expensive. Although local governments have initiated through regulations and policies, they are not yet in synchronize to support the needs of the retail industry and consumers. From the preliminary study, Penajam Paser Utara (PPU) as a new expansion district needs to build facilities and infrastructure such as warehouses for retail products. This study aims to determine the feasibility of warehousing development with supply chain management analysis (SCM) and Benefits-Cost Ratio (BC). The results of the SCM analysis show that the vehicle operating costs for alternative location 1 is Rp.77,356 per km per unit; alternative location 2 is Rp.120,810 per km per unit; and alternative 3 is Rp.116,016 per km per unit. If the investment value is Rp.53,558,320,000 with an interest rate of 10.05%, then the value is equal to Rp.58,220,669,253 in the 40th year; BC=1.07; and EIRR=10.7%. The development of warehousing will provide benefits to local governments, communities, and business actors, including reducing the risk of damage to goods, reducing operational costs, transportation time, reducing road pressure/load, and providing input for local revenue in the management of warehousing services. This study also recommends the calculation results of SCM and financial confirmation, for the construction of retail warehousing around the Buluminung Industrial Estate which is placed between the port and the central business district. The Buluminung Industrial Estate has been designated by the local government as an industrial area supporting the PPU district's economy. The recommendation also states that the financial and economic perspective strongly supports the need to immediately build a retail warehouse.
Kabupaten Penajam Paser Utara merupakan salah satu Kabupaten di Kalimantan Timur yang digadang sebagai calon Ibukota baru Negara Republik Indonesia. Perkembangan industri di Kabupaten ini mengalami perubahan seiring peningkatan intensitas penyelenggaran pembangunan. Kawasan peruntukan Industri Buluminung telah ditetapkan, untuk mendukung keberandaanya, pemerintah Kabupaten Penajam Paser Utara berencana membangun sebuah kawasan pergudangan. Artikel ini secara singkat mengulas hasil analisis keruangan, analisis transportasi, analisis teknis, analisis manajemen rantai pasok, analisis ekonomi finansial, analisis sosial, analisis resiko lingkungan rencana pembangungan kawasan pergudangan di Kabupaten Penajam Paser Utara. Hasil kajian ini diharapkan mampu memberikan gambaran prospek pembangunan kawasan pergudangan di Kabupaten Penajam Paser Utara dan dapat dimanfaatkan dengan sebaik – baiknya oleh pihak Kabupaten Penajam Paser Utara.
