Intellectual property, as a spiritual and economic right, requires legal protection to create technical innovations, accelerate industrial development, create new jobs, promote economic growth, and improve the quality of life of the people. The questions answered by this study are how the intellectual property protection legal system encourages creativity to improve people's welfare, and the extent to which the state provides legal protection in the field of intellectual property rights. The research method used is a normative juridical research method using primary, secondary and tertiary legal materials. From the research results, it can be argued that the legal protection of intellectual property rights is the recognition, respect and protection of the state for the wishes and desires of every citizen in a society that produces intellectual property rights. Therefore, countries need to take the expected steps related to the development and protection of intellectual property rights, issue regulations and create conditions suitable for changing global trends. This includes increasing the role of research institutions and universities in order to be able to produce innovations and technology needed by the market and consumers.
