The purpose of this study was to describe and analyze the implementation of the e-Tilang program at the Sidoarjo District Attorney's Office. The method used in this study is a qualitative descriptive method with data collection techniques in the form of interviews, observations, dan documenattion. The technique of deternnining infornnants used sampling purposive, and data analysis was carried out with data reduction, collection techniques,conclusion and data presentation. The results of this study indicate that there are several types of supporting and inhibiting factors, there are several dimensions related to this research, namely (1) Communication, communication between agencies is interconnected well starting from the Police, the District Attorney and from the BRI (2) Resources , in terms of resources that are quite adequate although there are still some shortcomings, among others, human resources that are still not very familiar with e-Tilang due to the lack of training period and also servers that do not meet the standards, (3) Economic, Social and Political Environment , in terms of the political environment, increasing the productivity of its performance to be more effective and efficient as well as service-oriented and reducing acts of Corruption, Collusion and Nepotism (KKN) on the part of the Police and the Prosecutor's Office. Meanwhile, other inhibiting factors needed are increased socialization to the community which should be carried out in order to facilitate the ticketing process in the future.
Government to Government (G2G) is a two-way delivery of information from the government and the government. One form of G2G in the village environment is through the SISKEUDES application. The purpose of this study is to determine the effectiveness of Government to Government through the Siskeudes application using four indicators, namely adaptability, target achievement, job satisfaction and responsibility. This research use desciptive qualitative approach. The analysis technique used is the Miles and Huberman model. The data sources in this study are primary data sources, namely interviews with informants and secondary data sources with photographs or documentation or documents obtained while in the field. The informants for this study were the Village Head, Village Secretary and SISKEUDES application operational apparatus (key informants). The research results show that the use and operation of the SISKEUDES application has been running according to the targets and responsibilities assigned. But in terms of human resources is still minimal. In addition, job satisfaction is still not felt due to the difference in honorarium received with existing regulations.
ABSTRACT Technological advancements are growing which make the government have to issue policies, due to the large number of road users who create congestion at every intersection in Sidoarjo, the implementation of the Area Traffic Control System (ATCS) program to optimize the implementation of traffic management control systems, in order to create control over traffic violators. traffic and minimize congestion at crossroads. This study aims to determine and analyze resources as for the following indicators; the human resources of the existing officers do their duties and functions well, the budgetary resources are adjusted to local revenues, the equipment resources provide the maximum possible service if there is damage it will be immediately repaired, the authority resources are related to the traffic transportation sector on the road, such as development, development, monitoring, control, and evaluation of communication systems.
