La implementación de cambios a gran escala en el campo del sistema nacional de educación superior, su integración en el espacio educativo mundial también requiere cambios en la regulación administrativa y legal de las relaciones que tienen lugar en el campo de la administración pública de la educación superior. El propósito de este documento es el análisis de los aspectos problemáticos de la regulación legal de la educación superior y la autonomía de las instituciones de educación superior en Kazajstán.
The article is devoted to the study of literary translation in the aspect of rhetorical communication, literary translation authenticity as a factor of communicative efficiency. Semiotic and discourse approaches were applied for the development of the basis of literary translation rhetoric. Such approach contributes to the reconstruction of the rhetorical consciousness of the subjects of rhetorical communication. The analysis of the author's illocutionary influence on the reader was carried out by comparing R. Burns' ballad and translations by V. Zhukovsky, E. Bagritsky and S. Marshak. The differences of the illocutionary influence in translations, as the base of national and literary identities are explained by the manner of building the Alien and transforming the Alien into the Own. The reason for the differences in the rhetorical consciousness of the subjects of communication is justified by the correlation of referential, creative and receptive competencies. The connection of the mentioned text competencies and means of illocutionary influence on the reader, addresses' portrait and genre structure of the text is testified.

This work is devoted to the study of the main points on the identification by law enforcement agencies of the causes of offenses in domestic violence, which in the future can become preventive measures in the field of family and domestic relations. The main purpose of the study is to develop basic proposals for the further work of law enforcement agencies in identifying and reducing domestic violence in families. The study showed the need to adopt rules for the interaction of law enforcement agencies with victims of domestic vio- lence and aggressors. For a detailed study of the research topic, the main directions for researching the con- cepts of victimization, the latency of domestic violence and prevention in this area were chosen. In order to avoid shortcomings in the recommendations for improving legislation on the prevention of domestic violence in the Republic of Kazakhstan during the study, these articles are based on the experience of foreign countries and doctrine. The scientific study has a number of results, which are as follows: systematization of the behav- ior of subjects of domestic violence for the further prevention of crimes in the field of domestic violence, as well as the importance of factors influencing the commission of unlawful acts in family and domestic relations. The creation of an effective mechanism for the prevention of domestic violence will reduce the level of offenses in this area, as well as increase the level of trust in law enforcement agencies in the area under study
The paper is focused on the study of literary translation as a type of rhetorical communication. The subject being analysed is that national conceptual sphere can be a reliable criterion for the authenticity of translation. The topic of the research is that national conceptual sphere regarded as a means of illocutionary influence and a source of differences in rhetorical conscience of the author of the original text as well as the translator and the addressee. A comparative analysis of Russian and Kazakh translations of Robert Burns’ ballad “John Barleycorn” is carried out. The comparison is based on the structure of rhetorical communication, national conceptual sphere, prosody parameters and genre features. The similarities and differences of the translations are specified. The similarities are shown in referential, strophic and genre proximity of the original and translations.
