ABSTRACT. In this research a scale attempted to be developed on factors influencing civic and political participation. The scale is adapted on Flanagan, Syvertsen and Stout's political and civic participation approach and scale and cultural components were changed, new items representing Turkish culture were added. The initial form was administered to 550 university students (51.1% women; 48.5 % man). In the process of scale development explanatory and confirmatory factor analyses were performed and a reliability analysis was carried out. 16 factors were found that affecting political and civic participation. The final scale composed of 145 items. For reliability in terms of internal consistency was investigated. Results showed that subscales had internal consistency and subscales have high reliability.
