Transitioning from current resource management practice dominated by linear economic models of consumption and production, to circular models of resource use, will require insights into the stages and processes associated with socio-technical transitions. This paper is concerned with transitions in practice. It explores two frameworks within the transitions literature-the multi-level perspective and transition management theory-for practical guidance to inform a deliberate transition in practice. The critical futures literature is proposed as a source of tools and methods to be used in conjunction with the transition frameworks to influence and enable transitions in practice. This enhanced practical guidance for initiating action is applied to a specific context-transitioning the Australian metals sector towards a circular economy model. This particular transition case study is relevant because the vision of a circular economy model of resource management is gaining traction internationally, Australia is significant globally as a supplier of finite mineral resources and it will also be used in a collaborative research project on Wealth from Waste to investigate possibilities for the circular economy and metals recycling.
The remediation of contaminated sites impacts on stakeholders in potentially beneficial ways, yet stakeholder dialogue has historically been focussed on costs, risk, liability, stigma, and other negatives. Shedding light on stakeholders’ remediation values can help reform remediation policy towards more positive outcomes of site clean-up. We adopt institutional theory to elicit plural motivations and cognitive assumptions as embedded in stakeholders’ expressions of remediation values, objectives, and outcomes. We explore in four case studies with varying size, complexity, cultural diversity, and geographical location (three in Australia, one in Fiji) how remediation values operate within remediation decisions. Our findings suggest that more than economic costs, liability, and risks are at play in decision-making on contaminated land. Our research confirmed that different socio-ethical, environmental and sustainability values are evaluated differently by different types of actors (site owners, regulators, auditors, residents, local government, consultants). We found that remediation values often shift in the course of a remediation decision-making process, suggesting learning and improved understanding. Remediation policy that better facilitates and aligns stakeholders’ articulations of initial and emergent outcomes sought from site clean-up is likely to enhance both economic and social value outcomes of remediation. Further research is needed on how remediation policy could better incorporate remediation value dynamics in stakeholder consultation and engagement.
This paper demonstrates the potential of the mining industry to contribute to social development (community building, resilience and wellbeing) and to economic transitioning post-mining. A number of factors may facilitate the realisation of this potential, in particular community engagement activities that build community resilience and capacity to adapt to changing environments. This paper reviews a community foresight initiative, named Clermont Preferred Future (CPF), which is associated with a coal mine development in the town of Clermont in Queensland, Australia. The purpose of CPF, which was adopted in 2008 and is intended to continue to 2020, is to facilitate a transition to a prosperous and sustainable future by leveraging opportunities from coal mining while reducing dependence on the industry. CPF has been cited as a successful model of engagement and community development, and was highly commended in the Community Economic Development category at the 2011 Australian National Awards for Economic Development Excellence. This review draws on the experiences of stakeholders involved in CPF, and on foresight, community engagement, and community development literature. It identifies what has worked well, what has fallen short of the project’s rhetorical aspirations, and how processes and outcomes might be improved. It also trials artwork as an engagement tool. The findings are valuable for Clermont specifically, but also for the mining industry and mining communities more broadly, as well as for other industries in the context of community engagement and strategic planning
A common goal shared by the world is to achieve well-being for the planet-for this generation and generations to come. The world formalized this common goal when it accepted the concept of ecological sustainable development (ESD) at the 1992 Earth Summit in Rio de Janeiro, and through the adoption of the United Nation's Agenda 21. This paper explores the capacity of New South Wales' planning system to deliver on this shared goal. It does this through an evaluation of the triple bottom line (TBL), as an impact assessment framework, in the context of coal mine development proposals. The evaluation is performed against ESD principles, and draws from the experience of the authors in reviewing a recent coalmine expansion application in New South Wales, Australia. During this review the authors encountered opportunities to improve the impact assessment process. The opportunities identified relate to the process of robust and consistent drawing of impact boundaries and selection of scales (geographic and temporal), in which to conduct an impact assessment. The findings are significant, as they offer a path toward greater discussion around, and realization of, opportunities for achieving development in each TBL domain, i.e., social, environmental and economic.
Scenario Art (visual representations of a future scenario, used to enhance decision-making processes) is offered as a new tool to facilitate a transition to sustainable futures. The paper acknowledges recent evaluations of current futures methods (methods for long-term decision making and strategy development that involve consideration of multiple future circumstances), which have found that the futures field is not having the transformative influence expected. It is argued that to have a transformative influence, world views need to be drawn out and examined. An analysis of the results of a workshop (Vision 2040) that tested the application of Scenario Art, alongside art and neurological theory, is used to explore the relationship between Scenario Art, neurological processes, and the implications of these neurological processes in the context of decision-making processes. Vision 2040 utilized a deliberative process and aimed to establish a shared vision and strategy for the future of the mining and minerals industry in Australia. The workshop involved a range of futures methods which provided an opportunity for mining stakeholders to explore how the mining and minerals industry in Australia can deliver long-term national benefit. This paper focuses on the results of applying Scenario Art at this workshop which support that Scenario Art increases a person's level of empathy, creativity, responsiveness to risk, imagination and willingness to consider alternative perspectives. In the context of developing a shared vision, it was found that this increased a person's ability to recognise strategies and actions that would benefit multiple stakeholders and to recognise shared and conflicting ideas, values and perspectives for a preferred future.
