The evaluation of fisheries performance using Ecosystem Approach to Fisheries Management (EAFM) is done by evaluating indicators based on existing data. The data used for indicators' evaluation have to be up to standards and requirements in place. Three out of six domains that are going to be evaluated in this process consist of fish resources, habitats and ecosystems of fish, and also the catching technology of it. The process of evaluating the fisheries performance of Kupang Bay Marine Nature Park has been finished. This research is made to help describe fisheries performance that would be a great consideration for development of sustainable fisheries in collaboration with development of tourism inside the area. Based on results of composite evaluation and analysis, fisheries performance in Kupang Bay Marine Nature Park is categorized as not applying the EAFM enough. This is not only because the real condition on the field is very unsatisfactory, even gradually diminishing, but also because the availability of data needed for research has not been met. In order to guarantee the validity of fisheries performance in the area for the next two years, there are some strategic actions being offered like provision of institution that will manage data integration, formation of observers that will accompany fishermen during fish catching, training for fishermen so they can do data collecting during fish catching, development of integrated research programs, and optimization of fish auction places in relation to data recording for performance evaluation. Active involvement of all parties will hopefully guarantee the improvement of fisheries performance in the next two years.
Savu Sea Marine National Park (SSMNP) was declared by Ministry of Marine Affairs and Fisheries (MMAF) of the Republic of Indonesia, on 2014 with total area more than 3.35 Million Ha, which considered as the largest marine national park in the coral triangle region. The management unit and related key stakeholders has developed the programs to measure the level of effective management of SSMNP, which one of the criteria of the effectiveness will be shown from how the park can contribute to the economic benefit of the coastal community inside and surrounding the park. One important aspect as baseline for SSMNP program development is coastal community profile. This assessment was held on July-December 2015 using MMAF tool regarding coastal community perception for MPA development. The study results shown that houses of coastal communities in Savu Sea MNP constructed of cement/brick (52.30%), but the majority (42.82%) are still without electricity. Most households (90.52%) have no fresh water facilities. Means of communication used are mobile phone, television and radio. In generally, they used a canoe to support seaweed farming and fishing in coastal areas. The main livelihoods is farming, seaweed cultivation, self-employed and employees. Household income varies widely, between IDR. 250,000 to IDR 5,000,000 per month for primary income. Most people declared their income dependent on agricultural activity or fishing season.
The development of seaweed farming needs a feasibility study to anticipate the failures. Feasibility of oceanographic parameters determine the quality of seaweed farming areas, consist of physical parameters including depth, brightness and current velocity, and chemical environment which is salinity, pH and nitrate concentration in the waters. The study aims to determine the suitability of oceanographic parameters of seaweed farming areas in the coastal waters of Northwest Rote District. The results showed that the sea surface temperature ranges between 29.77°C-30.17°C, salinity between 30.67‰-31.67 ‰, ranges of current velocity between 0.13 m/s-0.20 m/s, depth ranges between 3,0 m-3.69 m, pH ranges between 7.27-7.37 and the types of substrate is generally sandy. The suitability analysis showed that the coastal waters in District of Nortwest Rote were classified as quite suitable for seaweed farming.
