Foreign aid allocations represent one of several important economic policy tools used by governments to realize their foreign policy objectives. Using a conjoint survey of respondents in the United States, this paper shows that recipient country religion is a significant determinant of individual-level foreign aid preferences. In particular, respondents express a preference for giving to Christian-majority countries in contrast to Muslim- or Buddhist-majority countries. This effect is comparable with that of other important determinants of support for foreign aid, such as a country's status as a U.S. ally or trade partner. Importantly, the preference for Christian recipient countries is especially pronounced among Christian, and most notably Evangelical Christian, respondents. This paper explores two potential mechanisms for the effect of religion: country religion as a heuristic and an individual-level preference for giving to co-religionists.
Countries transitioning from autocracy to democracy often struggle to maintain law and order. Yet relatively little is known about how increasing crime rates impact public support for authoritarian leadership during a transition. We find an empirical relationship between rising crime and support for authoritarian leadership in Egypt following the 2011 uprisings. Analysis of original crime data from Egypt suggests that electoral districts exposed to larger year-on-year changes in localized patterns of crime were more likely to vote for the ‘strongman’ candidate in Egypt’s first, and only, free and fair presidential election in 2012. We also analyze survey data which shows that Egyptians who were highly concerned about crime were more likely to express support for a ‘strong leader’ as well as for military rule, even after controlling for a broad set of covariates. This research illustrates how instability triggered by political transitions can have negative implications for democratic consolidation.
How does voter turnout change as countries transition to democracy? Using district-level data from Egypt’s 2012 presidential election, we show that turnout was higher in more educated and urban districts—a stark reversal from voting patterns under the authoritarian Mubarak regime, when less educated and poorer areas were more likely to participate. However, this pattern weakened in the second round of the 2012 election, when the choice was restricted to two candidates who reflected Egypt’s primary pre-revolution political divide. Urban and educated districts experienced a decline in turnout and a rise in protest voting during the second round relative to the first, suggesting that key political groups were alienated from the electoral process. These results indicate that who participates in elections can shift quickly as institutions change, but this is conditional on the choice of candidates available to voters.
