Ukraine, as a young country, is creating the investment market, which is the most important component of the national economy under the challenges and threats of the XXI century, instability and hybrid war. The study aims to analyze the investment climate and investment attractiveness of Ukraine and to identify key indicators through the political, legal, economic, social, and other conditions under which its investment market will become attractive. The dynamics investigation of foreign direct investments (FDI) inflows into Ukraine during 2002–2018, their structural analysis enabled to identify the periods of the most significant fluctuations and to state the reasons for such changes, to differentiate priority sectors of the Ukrainian economy being of financial interest to foreign investors, which is as a whole the basis of the attractive investment climate formation and management in the country.The methods of financial management system, including the method of SWOT analysis, were applied to determine investment weaknesses, threats, strengths and opportunities, considering the peculiarities of their management.As a consequence of the analysis on the reasons for the reduction of foreign investments in the country economy, it is proved that the proposed mechanism for improving the investment climate in the country will allow increasing FDI inflows and financing the general capital investments.
Since the beginning of the administrative and territorial reform in Ukraine, the financial decentralization process has been intensified. It aims at optimizing the budgetary resource redistribution in order to make communities financially independent. This significantly increases the financial capacity for self-organization and self-development of a united territorial community, which determines the need to apply valuation methods to increase the territory’s investment attractiveness.The article outlines the peculiarities of the united territorial communities (UTCs) management under fiscal decentralization, taking into account the need to apply current methods of value-oriented management. At the same time, the use of SWOT analysis as one of the methods of value-oriented management made it possible to evaluate the efficiency and attractiveness of UTCs under decentralization. The financial activity of 665 UTCs was analyzed and the model for managing the united territorial community was created. It is emphasized that the modern understanding of financial support for united territorial communities remains unresolved today, and the expediency to introduce changes in the UTC, which envisage using the subsidiarity principles, is not justified.The key directions for managing the UTCs are identified. This refers to communities that began their activities and already faced the first challenges: management of available resources, provision of needs and sustainable development of the community, changes in the ratio of their income and expenditure components, increase in the budget income per capita.It is recommended to focus on tools of value-oriented management in the united territorial communities in order to attract investors and increase the financial capacity of local authorities.
The aim of the study is to reveal the logistical component of sustainable development of regions in the context of decentralization reform in Ukraine. The role of logistics in ensuring the balanced development of regions and united territorial communities to gain their competitive advantages is shown. The dynamics of the Logistics Efficiency Index (LEI) of Ukraine in comparison with some other countries and the dynamics of the components of LPI in Ukraine for the period 2007-2018 are analysed. A number of problems that cause a low level of logistics in Ukraine have been identified and ways to improve the logistics activities of the regions have been proposed. A system for managing the logistics activities of the united territorial communities has been developed, which is the starting point for the organization of the social development management system. The system is a multi-component structure that combines objects, tasks, management methods and techniques, evaluation indicators and indicators. It should cover enterprises of production and non-production spheres, infrastructure facilities, organizations and institutions, interconnected in the decision-making process on the directions and ways of using elements of resource flow in the region and aimed at through optimization of flow processes based on estimating and minimizing logistics costs.
Currently, all organizations face financial difficulties in conducting their business, regardless of the type of such activity, size, image of the company and the qualifications of its managers and employees. Today, the domestic economic situation is changing rapidly under the influence of environmental factors and is developing unpredictably. Therefore, financial controlling is designed to penetrate the enterprise management system. Inefficient controlling is the main cause of the company's financial crisis. The article considers the essence and tasks of financial controlling system as a component of enterprise financial management, highlights the historical perspective of controlling as a science and the reasons for implementing financial controlling in domestic enterprises, summarizes the approaches of economists to the concept of "financial controlling", and formed concepts for the system financial controlling at enterprises, the functions, principles and components of financial controlling are characterized, the peculiarities of the tasks of strategic and operational financial controlling are given. The authors substantiate the need to implement a system of financial controlling in domestic enterprises to increase the efficiency of their activities based on the use of modern methodology and approaches to early detection and response to problem situations. The problems that arise in the enterprise during the organization and use of the financial controlling system are described. The effect of the controlling system on the financial security of the enterprise, as well as its advantages are studied. The main means of improving the company's financial controlling system include: reducing time and effort to process information and make management decisions, accuracy and availability of data, application of innovative technologies and methods, strategic planning, creating a separate financial controlling department at the company with skilled workers. The main factors that make it difficult to understand the concept of "financial controlling system" are studied.
The paper aims to analyze the approaches to capital formation of Ukrainian utility enterprises, identify their impact on the financial results of entities and formulate recommendations to ensure the efficiency of utility enterprises. The methodological basis of the study is comparative analysis, theoretical studies, statistical information, analytical data prepared by governmental and non-governmental bodies, the best practices. In the course of the research were collected and processed empirical data of 30 utility enterprises from 11 regions of Ukraine with different economic, demographic, climatic and administrative conditions. The conducted research confirms that the capital invested in the municipal enterprises does not increase their efficiency. Funding from a municipal budget without disclosure of the criteria for providing such resources does not enlarge the profitability of utility enterprises and often used to cover their losses, which lead to capital disruption. In order to increase the efficiency of utility enterprises and the fair distribution of municipal budget funds it was proposed to introduce the disclosure of additional information about capital formation; to strengthen the managers’ responsibility for the quality of publishing information with the introduction of special KPIs; and to conduct financial and performance audit, including in terms of capital formation.
