The fourth industrial revolution is affecting companies and leading to new strategic thinking. The changes brought about by the requirements of Industry 4.0 are forcing restructuring in many areas of management or building new business models.

Development, leading to the depletion of resources, in modern conditions is not seen as long-term and sustainable. Accordingly, national strategies for security, long-term and territorial development of the countries of the world are being developed in accordance with the existing goals of sustainable development. This study examines the relationship of sustainable development with the goals of countries in the framework of the orientation towards the introduction of new models of economic development - a green and circular economy. The highly specialized applications of the noted models are considered, the ambiguity of the possibilities and results of their practical implementation is noted, depending on the level of development of states, the level of their incomes, social or economic priorities of their development. The advantages and disadvantages of the circular economy model are summarized.

One of the most important stages is the introduction of innovative technologies through the use of the Internet of Things, big data processing. The objects of innovative development are smart platforms, the Internet of Things, artificial intelligence, and a quantum computer. Investors can help these innovations. Therefore, the importance of the issue of integrating modern technological innovations has great prospects for the maintenance and development of housing and communal services. The paper studies the current perspective of using the latest developments in the field of HCS, mainly aimed at improving the quality of life of the country’s population. The possibility of attracting investors as the main assistants for the successful implementation of innovative projects was also considered. The sphere of HCS is a promising platform for creating profitability of innovative projects, achieving an improvement in the quality of life of the population. It is of high importance for many sectors of the economy of the Russian Federation.
