This paper is an overview of the Czech officials in the administration of the Donja Tuzla District during the Austro-Hungarian rule in Bosnia-Herzegovina. The paper has been written as a part of the author's obligation in the Ph.D. studies, and it aims to represent a basis for further research in this field. The paper has been written according to the schemes of the administration published in the „Bosniak“ journal, official reports on the administration, laws, and order imposed upon Bosnia-Herzegovina, journals, and relevant studies. A general conclusion is that the Czechs were very numerous strangers in service in the administration of the Donja Tuzla District, that they were present on both district and county levels, that they worked in every county of the district, as well as in every department of the administration.
U ovom radu autor predstavlja rezultate tanzimatskog principa izborne ravnopravnosti muslimana i nemuslimana u Banjalučkom sandžaku i njegovim kazama. Pod tim principom podrazumijeva se onaj dio osmanskog Zakona o vilajetima iz 1864, odnosno njegovih dopuna iz 1867. i 1871. godine koji govori o ravnopravnosti muslimana i nemuslimana u smislu izbora njihovih predstavnika u lokalne organe vlasti. U tom smislu, u radu se ne govori o provedbi cijelog Zakona o vilajetima, odnosno o cjelokupnoj administraciji i administrativnim organima u Banjalučkom sandžaku, već samo o upravnim i gradskim vijećima i sudovima, kako na nivou sandžaka, tako i na nivou njemu pripadajućih kaza. Rad je napisan na osnovu relevantne literature, a podaci o pomenutim organima preuzimani su iz osmanskih godišnjih izvještaja za Bosanski vilajet (salnama). Opšta ocjena je da je izborna ravnopravnost na navedenom području ispoštovana, ali ne i u cijelosti, budući da su postojala očigledna odstupanja od zakonskih odredbi.
ENFORCEMENT OF THE OTTOMAN VILAYET LAW IN THE SANJAK OF ZVORNIK This paper discusses the enforcement of the Ottoman Vilayet Law (and its 1867 and 1871 amendments) in the Sanjak of Zvornik. At the beginning of the paper, there is an overview of the administrative reform of the 1860s, after which the regional authorities and services that were founded in accordance with the above-mentioned Law, are listed. By establishing these institutions it is clear that the Law has been applied and enforced in this part of the Ottoman Empire too. The paper also contains the names of the officials in the aforementioned institutions, taken from the annual reports (salname) of the Vilayet of Bosnia. Based on that information, the paper also highlights another important part of the administrative reform, and of the Tanzimat principles at all – equality of Muslims and non-Muslims. However, it is important to note that the equality referred only to the electoral positions in the administration, and not to the entire administration.
