The goal of direct democracy is to bring power to change laws to ordinary citizens. However, it may alienate citizens because policy language is often complex, perhaps impacting citizens’ voting likelihood and support for policies. We invoke theory on processing fluency and compensatory control motivations to explain voting likelihood and policy attitude formation. Using experiments and mediational analyses, we tested theorized links between policy language complexity and these outcomes. Findings suggest that policy language complexity motivates compensatory trust in policy institutions but this does not likely explain decreased voting likelihood. We also found that low processing fluency associated with reading a complexly worded policy or a policy presented in a disfluent font led to lower voting likelihood and less positive policy attitudes, consistent with predictions. Thus, the form direct democracy often takes manipulates the amount of support garnered for policies and ironically encourages citizens to outsource legislation to institutional elites.
A sizable literature in American politics documents increased levels of voter turnout among black citizens when coracial candidates are on the ballot or hold office. However, due to a paucity of black Republican candidates, existing research has been unable to identify whether increased participation occurs irrespective of the candidate’s partisanship. Using data from the 2010 Cooperative Congressional Election Study, we find that, while the presence of a black Democratic House candidate was associated with increased black voter turnout, there was no association between black Republican candidates and black turnout. These results are robust to model specification, issues of statistical power, and contextual differences across districts. We report further evidence that black citizens’ perceptions of black candidates’ ideologies and character traits differed substantially based on the candidate’s party. Our results have implications for understanding how citizens engage in politics when salient political identities come into conflict. The results further suggest that Republican efforts to recruit black candidates are unlikely to mobilize black voters.
As the United States Congress began its 113th session, 72 freshman members arrived on Capitol Hill to represent their congressional districts for the first time. It would be universally heralded as the most diverse freshman class in history, containing four new African Americans, 10 new Latinos, five new Asian Americans, 24 new women, the first two Hindus, the first Buddhist, the first non-theist to openly acknowledge her belief prior to getting elected, and four new LGBT members, including the first openly bisexual congresswomen and the first openly gay congressman of color. But for all their diversity, each of them had at least one thing in common: none of them had ever been a member of Congress before. How do freshman policy-makers legislate? What unique challenges do they face? What accounts for variations in their legislative activity?
