Perspectivas retóricas presentes no discurso político brasileiro no contexto da cooperação Brasil-África O presente artigo se propõe a investigar perspectivas retóricas presentes no discurso do Estado brasileiro para a cooperação Sul-Sul, especialmente diante dos crescentes investimentos que vêm sendo efetuados por empresas brasileiras em países africanos, que passam a ser os maiores destinatários da cooperação técnica. O discurso da cooperação técnica desinteressada fundamenta-se na solidariedade internacional e no resgate da dívida histórica com os países africanos, dada a sua importância na formação da etnia brasileira. Coaduna-se, assim, com os princípios constitucionais das Relações Internacionais do Estado brasileiro, os quais dão sustentação a um novo paradigma na construção do Estado Democrático de Direito, como valores supremos da vida social que transcendem os limites territoriais estatais, tratados no artigo 4º da CRFB/1988. A questão que se coloca é o papel da retórica neste discurso desinteressado do Brasil, de modo a possibilitar o desvelar de outros interesses não reconhecidos.Palavras-chave: cooperação Sul-Sul, discurso político, desenvolvimento, interesse econômico Rhetorical perspectives present in Brazilian political discourse in the context of Brazil-Africa cooperationThis paper aims to investigate the importance of rhetoric in the discourse of the Brazilian State for South-South cooperation, especially in light of the growing investments that have been made by Brazilian companies in African countries, which go on to be the biggest recipients of technical cooperation. The disinterested technical cooperation discourse is based on international solidarity and on redeeming the historical debt to the Africans, given their importance in Brazil's ethnic makeup. This is consistent with the constitutional principles of the Brazilian government's International Relations, which provide support for a new paradigm in building the democratic state of law, such as supreme values of social life that transcend state territorial limits, as covered in article 4 of the Brazilian Federal Constitution of 1988. The issue that is posed is the role of rhetoric in this disinterested discourse in Brazil, in order to make it possible to uncover other, unrecognized interests.
