The article discusses the concepts of "potential" and "economic potential", analyzes their interpretation by different scientists, and gives reasons for the importance of its awareness by countries for which it determines their specialization. The economic potential of high-tech production in Ukraine is analyzed by such indicators as the part of enterprises that inculcate innovations (products and/or technological processes), the part of the amount of the realized innovative products (commodities, services) in the general volume of the realized products (commodities, services) of industrial enterprises, the costs of innovative activity, export of high-tech products, the amount of workers per a million habitants of country, that are engaged in developments and researches, and middle and high-tech industry (including building) in the percent of value-added of production of Ukraine. The article consideres the place of Ukraine in the Global Innovation Index. Comparative description of Ukraine, Poland, and Vietnam is fulfilled according to the indexes of exports of high-tech products (in billion USD) and amount of workers per a million habitants of the country that is engaged in developments and scientific researches. The paper analyzes how the share of high-tech products affects the development of the economy and competitiveness of the country. It shows the costs of scientific and technical research and development of Ukraine as compared with the United States, Germany and Japan. It also considers the importance of investment activity in Ukraine for the development of the country's economic potential. The article indicates the problems that hinder the development of technological and scientific potentials of Ukraine. Recommendations are given on the possibilities of increasing the economic potential of high-tech national production in order to increase Ukraine's competitiveness in the world market.
The issue of enforcement of court decisions remains quite relevant today, despite the large number of studies conducted on thistopic.In Ukraine, the issue of reforming the system of enforcement of court decisions is quite acute.Non-execution of court decisions or its poor execution leads to the loss of the very meaning of justice, it undermines the credibilityof the judiciary in particular and the government in general. Complaints about the activities of the judiciary exist both among citizens and among representatives of other branches of government,which has an extremely negative impact on the authority of the judiciary, the judiciary itself and the activities of the state as awhole. Ukraine’s judicial system is based on trust and respect for it, on confidence in its independence, impartiality and justice.The problem of non-enforcement of court decisions in Ukraine sharply undermines the authority of the state, because it is a signalof mass violations of human rights, but also causes significant distrust of Ukrainian society to the current government.Only through the full implementation of court decisions the fundamental principles of the world democratic system are realized:humanism, justice and the rule of law.An important way to increase trust and respect for the court is to form a legal culture and legal awareness of citizens, a greaterunderstanding of the importance of the court.It is also important to remember that people who provide court services are the face of justice. They have the greatest influenceon the formation of the authority of the judiciary, and consequently trust in it.It is necessary to introduce verification of candidates in local courts for compliance with the criteria of integrity and professional ethics.Among the most important tasks facing the judiciary in the state – is to gain the trust of citizens, strengthen their authority andincrease social status in society, which will significantly affect the quality of execution of court decisions.
There are two comparative suffixes in Ukrainian: the productive -iš, and the non-productive -š. Following Caha et al. (2019) I show that just like in Czech, the distribution of these two suffixes in Ukrainian is regulated not by phonology, but by morphosyntax. The theory of Nanosyntax (Starke 2009) is used in order to account for the data. The comparative meaning is represented in syntax not by one but by two functional heads. To be more precise, I propose that in Ukrainian -iš is decomposed into two morphemes -i and -š, where -i spells out the lower head and -š spells out the higher one. The issue of suppletive adjectives is discussed as well. I argue that suppletion can be accounted for using the nanosyntactic concept of pointers. As a result, this approach helps to explain the mechanism behind allomorphy of the comparative suffix in regular and suppletive adjectives in Ukrainian.
У статті досліджено питання реформи виконавчої служби України в умовах децентралізації. Особливу увагу приділено важливості здійснення реорганізації системи органів державної влади відповідно до нового адміністративно-територіального устрою. Метою статті є визначення основних проблемних питань реформування державної служби в умовах децентралізації влади та вироблення пропозицій щодо шляхів їх вирішення. Наукова новизна полягає в тому, що реформа децентралізації – це відносно нова реформа, другий етап якої щойно розпочався. Важливим є дослідження реформування виконавчої служби в умовах децентралізації, адже якісне виконання судових рішень залишається одним із найважливіших завдань в нашій країні. Висновки. У статті визначено, що децентралізація – це одна з найважливіших реформ в Україні, яка створює умови для кардинальних інституційних перетворень, формує нову систему взаємовідносин між різними гілками влади. Вона включає в себе комплекс реформ, зокрема, судову реформу та реформування державної виконавчої служби, які будуть здійснюватися на основі нового адміністративно-територіального устрою. Окреслено проблемні питання реформування виконавчої служби на основі нового адміністративно-територіального устрою. Реформа децентралізації при якісних змінах законодавства України має позитивно вплинути на якість доступу жителів громад до територіальних органів державної виконавчої служби України задля якісного та ефективного виконання судових рішень. У сучасних умовах розвитку суспільства будь-яка реформа неможлива без застосування новітніх технологій і цифровізації окремих процедур. Отже, автоматизація процесів виконавчого провадження є важливим прогресивним кроком. Визначено, що весь комплекс реформ в умовах децентралізації необхідно проводити якісно та узгоджено, що зумовить підвищення якості життя жителів громад.
