This paper presents the ParlaMint corpora containing transcriptions of the sessions of the 17 European national parliaments with half a billion words. The corpora are uniformly encoded, contain rich meta-data about 11 thousand speakers, and are linguistically annotated following the Universal Dependencies formalism and with named entities. Samples of the corpora and conversion scripts are available from the project’s GitHub repository, and the complete corpora are openly available via the CLARIN.SI repository for download, as well as through the NoSketch Engine and KonText concordancers and the Parlameter interface for on-line exploration and analysis.
The paper calls attention to the problem of massive amounts of digital historical sources that will eventually be faced by researchers of contemporary history. Slovenian parliamentary papers are then presented in detail as an example of smart big data. The authors believe that historians will be unable to process massive amounts of such digital materials using only standard historiographical methods and will be forced to start using methods and tools developed by digital history, digital humanities and also language technologies.
Parliamentary proceedings are a rich source of data that can be used by scholars in various humanities and social sciences disciplines. Unlike the sources of most other language corpora, parliamentary proceedings are not subject to copyright or personal privacy protections, and are typically available online, thus making them ideal for compilation into corpora and for open distribution. For these reasons many countries have already produced corpora of parliamentary proceedings, but each typically in their own encoding, limiting their comparability and utilization in a multilingual setting. In this paper we propose an encoding schema which could serve as an interchange format for parliamentary corpora compiled for the purposes of scholarly investigations. The contribution is based on the position that, with regard to digital editions, the highest possible degree of digital sustainability of data, presentations, functionalities, and programme code should be ensured. This represents a significant challenge, especially in case of smaller digital humanities projects with limited financing, which does not allow for the long-term maintenance of technically-demanding digital editions. The alternative solutions facilitated by the swift development of static websites in the recent years are presented in the contribution. Digital editions based on the TEI have been successfully included in the SIstory portal repository as static websites, employing basic XML (XSLT) and web technologies (HTML, CSS, JavaScript). All the static websites also have the possibility of displaying dynamic content.
