The ROSSIO Infrastructure is developing a free and open-access platform for aggregating, organising, and connecting the digital resources in the Social Sciences, Arts and Humanities provided by Portuguese higher education and cultural institutions. This paper presents an overview of the ROSSIO Infrastructure, its main objectives, the institutions involved, and the services offered by the infrastructure’s aims through its platform—namely, a discovery portal, digital exhibitions, collections, and a virtual research environment. These services rely on a metadata-aggregation solution for bringing the digital objects’ metadata from the providing institutions into ROSSIO. The aggregated datasets are converted into linked data and undergo an enrichment process based on controlled vocabularies, which are developed and published by ROSSIO. The paper will describe this process, the applications involved, and how they interoperate. We will further reflect on how these services may enhance the dissemination of science, considering the FAIR principles.
Resumo Estudar o processo de institucionalização da biologia marinha em Portugal é fundamental para a compreensão do estudo científico do mar, espaço que permanecia bastante desconhecido no início do século XX. Partindo da análise das primeiras estações experimentais, a Estação da Foz e a Estação de Biologia Marítima, cuja atividade tem lugar no Atlântico europeu, pretende-se compreender o papel desempenhado pelos diferentes atores em presença; a sua influência na definição, ou não, de políticas públicas para o oceano; e identificar casos de interseção entre ciência, política e economia. Apesar de se verificarem iniciativas anteriores ao período republicano (1910-1926), seria nesse contexto que se criariam as condições indispensáveis à afirmação disciplinar da biologia marinha e à formação de especialistas, pelo apoio governamental ao setor e pela valorização pública das instituições científicas. Partindo de uma análise extensiva das fontes impressas disponíveis em arquivos e bibliotecas públicas, sob a perspetiva da história da ciência, tornou-se evidente a vantagem do modelo estatal no desenvolvimento de estabelecimentos dedicados à investigação em biologia marinha, o que possibilitaria um diálogo frutífero entre ciência, as necessidades estratégicas estatais e a definição de políticas públicas de governança do oceano, no âmbito do ICES.
