Il est donc utile de doter les décideurs publics, placés dans un contexte multi-niveaux, d'outils de mesure économique ex ante des effets de ces politiques. Le défi consiste alors à trouver de nouveaux instruments d'évaluation aidant à la décision publique multi-niveaux. La Méthode d'évaluation contingente (MEC) permet d'assigner une valeur monétaire à un bien public non-marchand à partir des préférences exprimées par les citoyens-consommateurs. Bien que fréquemment utilisée dans le domaine environnemental, la méthode reste à ce jour très controversée. D'où la nécessité de réaliser des expérimentations dans d'autres champs des politiques publiques. This article analyzes the impact of multilevel governance (characterized by the joint production of public goods by several government level types) on the use of the Contingent Valuation Method (CVM). We discuss several compelling reasons for adapting the CVM—which was conceived for a single‐level governance system—as a tool to assist public decision making where multiple levels of government are involved. We argue such adaptation of the CVM promises to allow various public decision makers to discuss the relevance of jointly producing public good, from a shared basis. However, this transferred application of the CVM also illuminates some important difficulties, due to the intrinsic complexity of the method, the highly unequal levels of expertise of actors, and the reservations that it can provoke among some of the latter. The study identifies the key opportunities and problems associated with applying the CVM to subnational education policy evaluation in two territories in Normandy, France. Despite the potential bene ts of anaerobic digestion in the context of climate change and the need to move towards energy transition, there is a lot of resistance to biogas projects. Using a contingent valuation method, we test the extent to which the socio-economic characteristics of populations in uence the environmental effort that people are willing to make for the deployment of biogas in a French region.Our results show that young people and people familiar with the biogas process are more inclined to develop biogas. We also highlight that the educational and location aspects should not be neglected in order to increase environmental effort and promote the adoption and development of biogas.
Public-Owned Enterprises (POEs) are generally large economic enterprises owned and governed by state institutions. POEs generally are the sole or the main provider of the key public goods and services as water, electricity, transport, telecommunications, and postal services. If administered efficiently, the POEs are important for national development and perspective of natural economic resources. The concern is how accurately these monopolistic enterprises are organized in aspects of administrative and managerial perspectives to function as effectively as possible for the objectives they are created. Therefore an overall summary of the public-owned enterprises is presented through their process of emerging, privatization, and evolution in Albania, southeast Europe. The process was accompanied by shortcomings due to its ad-hoc nature; and associated with negative effects of bad management, governance corruption, and low efficiency of the operational activities and results.
