Background: This article discusses the development direction that the Russian Federation should follow, which is based on the experience of countries with positive results of the implementing of innovative technologies in the transport logistics complexes. Aim: To identify and consider the most significant factors influencing on the creation of innovative transport and logistics complexes using the example of the countries of the European Union, which, first of all, include a high level of development of seaports as centers for arranging logistics processes and rational investment in the innovative components of transport logistics complexes. Methods: Analysis of port structures, as one of the factors in the creation of innovative transport logistics complexes; Comparative analysis of countries with different potentials for creation of innovative transport logistics complexes; Study of the level of innovativeness of transport logistics complexes of the different countries by the point-based rating method based on an expert survey. Results: The authors interpretation of the concepts of the transport and logistics complex and port transport and logistics complex is given; The distinguishing features of innovative complexes have been identified; The most promising types of ports are determined for arranging innovative complexes on their basis; The research of the efficiency of the logistics systems and the level of innovations in the port structures of countries with different potential for the arranging innovative port and logistics complexes is carried out Conclusions: Based on the research results, recommendations are defined, which will help to increase the potential of the Russian Federation for creation of innovative port transport and logistics complexes through the investments in certain types of technologies and technical solutions.
The article examines the prospects for organizing a cluster as an effective tool for ensuring connectivity of territories of the Russian Federation through the systematic and integrated implementation of intelligent transport technologies, which corresponds to strategic directions of development of transport in the Russian Federation and determines the relevance of the topic. The objective of the study is to determine the features of organisation of the transport and logistics cluster prioritising development of intelligent transport technologies by analysing the prospects for their development, studying variability of characteristics and structure of the cluster under various conditions of its formation based on the methods of formal logic, grouping, analysis of statistical data, normative-legal information, information synthesis. The study resulted in identification of prerequisites for the most rapid development and effective implementation of intelligent transport systems within the cluster. The expediency of using this approach has been substantiated, despite its labour intensity and cost. The study suggests definitions of an innovative transport and logistics cluster, as wells as characteristics of the transport and logistics cluster prioritising intelligent transport technologies. The study revealed the specifics of organisation of this cluster, which is primarily determined by the presence of dual characteristics. The peculiarities of cluster formation are reflected in the proposed structure of the cluster under study. The concept of an innovative transport and logistics cluster is formulated in the article. As a result of research into the current trends in the formation of domestic and foreign transport and logistics clusters (TLCs), the prospects of the formation of innovative transport-logistical clusters in the Russian Federation are determined based on the step-by-step approach proposed by the authors. The main ways of assessing the efficiency indicators of the cluster in relation to individual enterprises and their groups have been outlined.
The growing IT market in Russia challenges the education system, requiring it to train highly qualified personnel who are ready to work in the IT industry after graduation. The article contains a research of educational programs in the IT areas of bachelor’s, master’s and specialist degree, purpose of identifying the focus on the development of professional competencies of an IT specialist. A methodology has been developed for evaluating the focus of educational programs in IT sphere to extend the professional skills of an IT specialist. It includes the research of the share of academic hours devoted to the development of professional competencies, which gives an understanding of the level of graduate’s belonging to the IT industry. Results of approbation of method are presented on a basis of educational programs of universities of the Perm region. It’s region where the growth of the IT sector market run ahead of the performance for the Russian Federation. The implementation of the methodology will allow comparing the educational programs of different universities, simplifying the assessment and selection process for job applicants and employers. In addition, the methodology can be used by university methodologists to modernization and maintain the relevance of curricula.
