The European Innovation Partnership (EIP) is considered to be a new phenomenon signalling political will, highly relevant issue in contemporary domain of discussions among practitioners and researchers. While practitioners lack experience, researchers make attempts to identify the factors that influence effectiveness of an innovation partnership, explore the indicators and techniques to determine and evaluate its effectiveness. Aim of the study presented in the article is to determine the external and internal factors that influence effectiveness of the European Innovation Partnership by analysing the operating conditions of an operational group of the European Innovation Partnership in Agriculture (EIP-AGRI). Expert evaluation was carried out by experts who have scientific and practical experience: scientists, policy makers, innovators, developing an innovation partnership. The force field analysis has shown that the number of negative factors of EIP effectiveness exceeds the number of positive factors, and the factors analysed and evaluated allow to identify potential negative consequences in a timely manner and provide the opportunity to predict effectiveness of the EIP-based projects.
Abstract:The study presents the critical evaluation of existing drainage systems from legal, economical, environmental and technical viewpoints. Nearly 80% of agricultural land in Lithuania drained by underground drainage systems covers around 3 million hectares. The prevailing large scale drainage systems with a complex of engineering structures such as conducting ditches, drains and collectors, local roads, bridges or farm road-crossings, dikes, dams, water reservoirs, pumping stations for irrigation and for drainage need today an efficient management solution in a new economic situation. The detailed analysis of legal and economic instruments adopted in transferring the management responsibilities of drainage systems to users has been carried out. The study resulted in a number of practical contributions towards the amendments in the Law on Land Reclamation in Lithuania and the establishment of a system of indicators that would allow rationalisation of subsidy allocations for the maintenance and improvement of the drainage systems. These subsidies from the state budget make at the moment the largest share among the investment sources. The financial and in kind contribution of drainage users is permanently increasing as are the allocations of the structural funds for public projects. The EU pre-accession programme SAPARD started in 2000 has supported some investments in rural areas. Unfortunately, it did not support the drainage infrastructure properly. A critical review of previous measures allowed suggesting new actions within the framework of the actual support from EU structural funds.
Lithuania has been transforming its agriculture and rural development sector during the past decade and is now close to joining the EU. This has included land reform and transformation of water management. The land restitution process will be completed soon. The average size of private agricultural land tenure is 5.7 ha. The large number of small-size agricultural holdings is an issue to be addressed in the upcoming land consolidation projects. The maintenance of large-scale drainage systems installed during the former period needs a lot of organisational and financial support. The study presents a critical analysis of the present state of land use and agricultural water management infrastructure in Lithuania. The existing opportunities are highlighted, with the emphasis on actions to be taken to explore the challenges arising.The EU pre-accession programme SAPARD that started in 2000 is already addressing some investment issues in rural areas. Unfortunately, it does not assist the required investments in drainage infrastructure and does not deal with land consolidation issues. A critical review of existing measures suggests some new actions within the framework of the coming support from EU Structural Funds. Le nombre important des exploitations de petite étendue, comme le résultat de cette réforme, sont des aspects importants à traiter dans les projets de remembrement à mettre en oeuvre dans les années qui viennent. Entretenir des systèmes d'assainissement agricole installés pendant la période précédente exige par ailleurs beaucoup d'efforts d'organisation et un soutien aux investissements. Cet article présente une analyse critique de l'usage des terres et de l'infrastructure liée à la gestion des ressources en eau agricoles. Šiai problemai spręsti reikalinga inovacijų partnerystės efektyvumo žemės ūkyje vertinimo metodika. Šiame straipsnyje pristatoma inovacijų partnerystės žemės ūkyje efektyvumo vertinimo metodika, kurioje detalizuojami atrinkti vertinimo rodikliai, nustatytas jų reikšmingumas, sudarytos efektyvumo vertinimo rezultatų interpretavimo gairės. Sudaryta vertinimo metodika testuota panaudojant Lietuvoje veikiančių EIP grupių projektų duomenis. Inovacijų partnerystės žemės ūkyje efektyvumo vertinimo metodika aktuali tiek moksliniu tiek praktiniu požiūriu.
