Twelve researchers from 11 countries used autoethnographic techniques, keeping diaries over 10 weeks of the COVID-19 crisis, to observe and reflect on changes in the role and cultural authority of science during important stages of viral activity and government action in their respective countries. We followed arguments, discussions and ideas generated by mass and social media about science and scientific expertise, observed patterns and shifts in narratives, and made international comparisons. During regular meetings via video conference, the participating researchers discussed theoretical approaches and our joint methodology for reflecting on our observations. This project is informed by social representations theory, agenda-setting, and frames of meaning associated with the rise and fall of expertise and trust. This paper presents our observations and reflections on the role and authority of science in our countries from March 10 to May 31, 2020. This is the first stage of a longer-term project that aims to identify, analyse and compare changes in science-society relationships over the course of the ongoing COVID-19 pandemic.
In 2010 both India and Europe launched new strategies focused on innovation, for economic growth and for addressing societal challenges: the Decade of Innovation from the Indian Government and the Innovation Union from the European Union. This piqued our interest in investigating how these two political entities have envisioned the concept of innovation, particularly in studying and comparing how they have focused on people, both as final beneficiaries (and thus principal legitimisers) of policy actions, and as actors themselves in the innovation process. Per contra we found, in institutional documents, very different descriptions of how to adequately realise citizens' involvement, spanning from the abiding reference to people's inclusion in the Indian case to the varied discourses on public engagement in EU, down to the passive role accorded to citizens in some Expert Groups reports. The comparison between the understandings of innovation (and innovators) in the two contexts can enlarge and refine the argumentative and metaphoric repertoire of science communicators. Further, it can form the basis of a mature and shared debate on the role that knowledge production and innovation policies can and should play in the public governance of science and technology.
Global conversations on the increase in digital payments during COVID-19 are primarily focused on behavioural change among consumers. Through the case study of India, this article documents how various supply side actors (political, economic, financial, and technological) used the pandemic to generate a public consensus about digital payments. It demonstrates how: a) they framed the agenda to draw public attention on cash and digital payments during COVID-19 pandemic, b) to do so, they extended and deviated from narratives created during demonetisation (2016) and Digital India (2015), and c) that trade bodies and businesses unrelated to banking, finance and technology in the domestic market are very active in such agenda-setting. Pandemicera agenda-setting will mould the payments trajectory at both the international and national level. In India, it challenges factors that previously elicited trust in cash: its materiality and associated social interaction. Consequently, older agendas are promoted and digital, particularly contactless, payments are now considered essential.
The Covid-19 pandemic escalated demand for scientific explanations and guidance, creating opportunities for scientists to become publicly visible. In this study, we compared characteristics of visible scientists during the first year of the Covid-19 pandemic (January to December 2020) across 16 countries. We find that the scientists who became visible largely matched socio-cultural criteria that have characterised visible scientists in the past (e.g., age, gender, credibility, public image, involvement in controversies). However, there were limited tendencies that scientists commented outside their areas of expertise. We conclude that the unusual circumstances created by Covid-19 did not change the phenomenon of visible scientists in significant ways.
