This paper aims to analyze the temporary teachers’ hiring policy in Cametá, during the last two municipal administrations (2013–2020). The main focus is the interface between disputes for local power and the municipal administration of education. This is a case study using a qualitative approach, employing the procedures of documental analysis, interviews, participant observation, and a survey for data collection. Our theoretical framework was based on understandings from the anthropology of politics, with the concept of clientelism as the central analytical category. Moreover, we draw from literature that centers research done from a municipal perspective. The results indicate that the practice of hiring temporary teachers occurs mainly in schools in the rural area, being based on clientelist relationships. Several actors are involved in the hiring process and these clientelist relationships, with emphasis on city council members, school principals, and temporary teachers. Furthermore, the precarization of the labor of temporary teachers was observed, with recurring delayed salaries and months worked without payment. The performance of the public prosecutor’s office proved to be insufficient in a scenario of non-compliance with the legal framework that regulates the teaching profession in the Brazilian education system.
O artigo objetiva realizar reflexões que possam subsidiar pesquisas que investiguem as interfaces entre disputa pelo poder político local e gestão municipal da educação. Sugere-se a realização de estudos que tenham como recorte espacial municípios interioranos do Brasil, contextualizados no período histórico da vigência da política de fundos (1996-2020). Pondera-se sobre a utilização do conceito de clientelismo numa abordagem interdisciplinar de pesquisa entre diversas áreas das ciências sociais, a antropologia, a sociologia e a pesquisa educacional. Argumenta-se que as elites locais têm um papel ativo na gestão municipal da educação, notadamente em três aspectos, a contratação de professores temporários, a lotação e distribuição de carga horária de docentes concursados e a indicação política de diretores escolares. Municípios do estado do Pará foram utilizados como base empírica para as reflexões teóricas realizadas.
A pesquisa analisa a relação entre contratação de professores temporários e disputa pelo poder local em Portel (PA). Trata-se de estudo de caso descritivo e exploratório, em abordagem qualitativa, pautado em referencial teórico que privilegia um enfoque a partir do município. Realizou-se pesquisa in loco em janeiro de 2018, além de análise bibliográfica e documental. O resultado da pesquisa demonstra a importância da indicação de professores temporários na disputa pelo poder local, bem como indícios de que relações de natureza clientelísticas são a base dessas contratações.
This article explores the reworking of Moses' farewell address to Israel in 1Q22 (1QWords of Moses). Analyzing exegetical techniques employed by this scroll and illuminating some of its passages that have not been adequately read and understood, the article suggests that the scroll's recasting of the Deuteronomic account of the Mosaic farewell discourse is modeled on the Sinai revelation.
