Narkotika merupakan suatu zat yang sangat berbahaya apabila dikonsumsi oleh tubuh. Salah satu wilayah yang terkena dampak penyebaran narkotika adalah Provinsi Aceh. Transaksi penyelundupan narkoba dilakukan melalui jalur laut dengan pemindahan narkotika dari satu kapal ke kapal yang lain. Badan Narkotika Nasional Provinsi (BNNP) Aceh mempunyai tugas untuk mencegah, memberantas penyalahgunaan dan peredaran gelap narkotika. Hasil dalam penelitian ini bahwa strategi BNNP Aceh dalam menghentikan penyelundupan narkoba dengan pengalaman penangkapan terhadap bandar cukup berat karena pelaku menggunakan teknologi informasi yang canggih. Tindakan penyelundupan narkoba melalui laut yakni terjadi kerjasama antara pihak penyelundup dengan nelayan. Kegiatan penindakan dan rehabilitasi serta kegiatan pencegahan sudah dilakukan melalui publik visual, media sosial, dan lain-lain. Pemerintah sudah melakukan koordinasi dengan negara-negara tetangga mengingat bahwa penyelundupan narkoba sudah dapat disebut sebagai perang proxy. Peredaran narkoba melalui jalur laut merupakan ancaman serius yang harus dihadapi dengan sungguh-sungguh. BNN juga bersinergi dengan Badan Keamanan Laut serta Bea Cukai untuk bersama-sama membentengi laut Indonesia dari serbuan narkoba. Beberapa instansi seperti Tuha Peut, Tuha Lapan, dan Panglima Laot dirangkul dengan baik untuk membantu proses pengedaran narkoba di Aceh.
The idea of the Global Maritime Fulcrum (GMF) becomes a maritime strategic approach. The government of President Jokowi with the vision of the GMF is determined to rebuild Indonesia's maritime glory. Maritime security is one of the key factors to guarantee the pillars of sovereignty and prosperity. A strong foundation for building Indonesia's vision as the GMF is the nation's geostrategic location and historical overview. The realization of Indonesia as the GMF has a strong foundation, both legal basis, historical review, and socio-economic strength. An important aspect to be developed in order to realize the GMF is the maritime and maritime economic aspects, as well as aspects that are components of governance. The transformation of the defense system, namely land, sea and air can support realizing Indonesia as a Maritime Fulcrum. The idea of realizing Indonesia as a GMF must have relevance between foreign policy and the geographical character of a country and assumptions about establishing the concept of making Indonesia a GMF.
Mangroves are plants that play an important role in maintaining the fertility of mangrove ecosystems by contributing organic material derived from leaf litter. The rate decomposition of leaf litter is a destruction process by dead organisms into smaller particles. The decomposition process of mangrove leaf is affected by lignin and wax in nitrogen supply, environmental conditions, abundance of organisms, and air temperature. This research aims to determine the decomposition rate of leaf litter and percentage decomposition of Bruguiera gymnorrhiza and Sonneratia alba in mangrove forest area in Penyu Island, Tanjung Benoa, Bali. This research was conducted from February to April 2017. The method in this research used litter trap method. The location of the stations was based on the distance of the mangrove trees to the sea. Litter traps were placed on the six (6) stations. During the 60 days of decomposition process, Sonneratia alba leaf was decomposed faster than Bruguiera gymnorrhiza. The highest decomposition rate of Sonneratia alba leaf litter found at station 1 (1.7 g/day) with 99.9% decomposed, and the lowest at station 2 (1.38 g/day) with 99.64% decomposed. The highest decomposition rate of Bruguiera gymnorrhiza leaf litter found at station 1 (1.52 g/day) with 98.88% decomposed, and the lowest at station 2 (0.99 g/day) with 84.66% decomposed.
