The article discusses various approaches to the formation of personnel policy in the transport industry, provides an overview of research and work on this topic; substantiates the need for the implementation of certain measures for the development and improvement of human resource management; the interrelation between the management of the personnel component and the improvement of the quality management system is reflected. Speaking about the importance of improving personnel policy in the transport industry, it is emphasized the need to include mandatory activities as part of an innovative approach to human capital management.
The article tests the hypothesis about the need to change the methodology concept for training economists in the higher education system when switching to distance learning. The authors use the empirical method of students and teachers’ survey in Russian universities, statistical methods for processing results, and an analysis of research results published by Russian scientists on the effectiveness of distance learning. The lack of proposals from specialists and scientists to overcome the problems of distance learning predetermine the need for this research. The authors divide problems into four groups: software-technical, socio-psychological, organizational and methodological. The analysis of systematized problems made it possible to propose a transition to an active interaction between a teacher and a student, which is of theoretical importance. Implementing this concept contribute to the restoration of social communication in the educational environment, creation of methodological support in the conditions of distance learning. The article presents research materials on testing the hypothesis about the priority of principles of relevance and coordination when forming the composition of indicators included in social reporting of companies and statistical books by region. To test the hypothesis general scientific methods of analysis and synthesis, statistical methods for processing data on the use of indicators characterizing the human resources of the region and the company, and the secondary analysis of the results of studies published by Russian scientists on social reporting were used. The lack of proposals on overcoming problems of inconsistency of indicators characterizing human resources of systems at different levels, the region and the company, predetermined the need to study this topic. The authors systematized indicators of the level of human resources of companies and the region, which made it possible to analyze their comparability. The results of the analysis determined both priority principles for formation of the information base on human resources and proposals for its formation. Implementation of the proposals will contribute to the creation of a more informative and coordinated information system on the state of human resources, which is of practical importance in organizing personnel security in the region and in companies.
The article reveals the nature and mechanisms of the influence of the digital economy on the development of the transport and logistics industry of the region. The relevance of the study is undeniable, since recent years demonstrate the urgent need for technological innovative transformations in all areas of the region's economy, and the issue of ensuring the region's socio-economic security in the context of Industry 4.0 is also acute. The main purpose of this article is to indicate and argue the hypothesis of the direct impact of digitalization of the transport and logistics industry of the region on the state of indicators of its economic security. During the work, the tasks of identifying the most relevant and demanded digital technologies in the transport infrastructure for increasing the socio-economic development of the region, as well as their relationship with the main indicators of economic security of the region, were set. As the main conclusions on the work, one can note the justification of the objective need of the transport industry for new innovative developments. The economic effect that the introduction of digital technologies in the transport sector brings is obvious and tangible. Savings are realized by reducing unearmarked costs, increasing control and manageability of the system.
