Occupational health and safety management system is a system used to manage Occupational Health and Safety. The implementation of OHSMS aims to create a work environment that is free from harm or illness due to work. However, along with the development of OHS, it is not accompanied by an increase in OHS performance. It can be seen form several studies that there is no difference in OHS performance between certified and non-certified companies. Many factors affect the effectiveness of OHSMS implementation. The purpose of this study is to investigate factors influence the effectiveness of the implementation of OHSMS through a systematical literature review. This study reviewed articles published between 2010 – 2020 from 4 search portals, namely: Scopus, Proquest, Science Direct, and Sage. From the result of literature search, there were 40 articles that met the criteria. The results of this study indicate that there are internal and external factors that affect the effectiveness of OHSMS implementation. Internal factors that influence the effectiveness of OHSMS implementation are management commitment, OHS leadership and policies, employee participation, OHS culture, employee morale, sufficient resources, financial performance, OHS cost allocation, company size, internal incentives, worker safety behavior, communication and consultation OHS, OHS rules and procedures, OHS promotion, integration, continuous improvement, the process of identifying hazards and risk reduction, developing and implementing OHS risk control strategies. Meanwhile, external factors include enforcement of OHS regulations, OHS support and authority, external audit certification, external incentives, pressure from customers, market competition, company image, and international trends.
Background: Company X is a company engaged in drilling mud, due to the high intensity of work and an unhealthy lifestyle, occupational health and safety (OHS) becomes a problem. In 2018, employees were facing cholesterol, triglycerides, hypertension, obesity and hyperuricemia problems and in addition, there were three employees experiencing heart attacks, one stroke, two employees experiencing kidney dysfunction, and one employee experiencing gallstones. Meanwhile, the OHS program in the company has not been implemented optimally. There was a decline in the trend of sports programs participation from January 2018 (75%) to January 2019 (25%). It is necessary to improve and develop OHS based on the RAPCRIEC method (Recognition, Analysis, Planning, Communication, Preparation, Implementation, Evaluation, and Continuity) to reduce the percentage of employees who experience cholesterol, triglycerides, hypertension, and obesity. Subjects and Methods: This was a quantitative design carried out at PT X conducted in June-December 2019. The study subjects were all 69 employees of PT X. The independent variable of the study was the health program. The dependent variables of the study were cholesterol levels, triglycerides, hypertension, obesity and employee hyperuricemia. Data on cholesterol, triglycerides, hypertension, obesity and hyperuricemia were obtained from medical check-ups. Data were analyzed using the percentage reduction in the number of employees who experience cholesterol, triglycerides, hypertension, obesity and hyperuricemia. Results: In the results of the medical check-up in 2018, it was found that the most health problems were cholesterol (37%), triglycerides (22%), hypertension (11.5%), obesity (7.5%), and hyperuricemia (7.2%). After the using of RAPCRIEC method, in December 2019 a medical check-up was conducted and showed the decrease health problems percentage among workers. They were experienced cholesterol (21.7%), triglycerides (11.6%), hypertension (7.2%), obesity (5.7%) and hyperuricemia (2.8%). Conclusion: The development of a health program using the RAPCRIEC method at company X has reduced the percentage of employees who experience cholesterol, triglycerides, hypertension, and obesity.
