Severe economic penalties are imposed by constraints on energy transfers imposed by contingent voltage support problems. The analysis outlined in this paper uses the granularity that characterizes power networks to define zones within which reactive reserves must match contingent reactlve requirements in order to avoid voltage support problems. Tracking of reserves relative to contingent requirements provides an on-line indication of safe operating conditions, including energy transfers, relative to postcontingency conditions.
