The development of media technology nowadays shows a very rapid progress, especially, the mainstream media that is developing towards digital media that makes the social construction power even more flawless. This progress is very beneficial to the development of society but it can also be used by political interests for control over powers. Against their political opponents, political parties can use this advanced mass media technology to attack and block off counterattacks through social construction or deconstruction. This study uses narrative qualitative approach and interview method by interviewing the informants to explore the understanding of the development of digital multimedia in Indonesia and its practice by Indonesian political parties through, the role of mass media.
Pendidikan memegang peran penting dalam proses peningkatan kualitas sumberdaya manusia dan menjadi faktor utama masa depan bangsa. Setiap warga negaraIndonesia berhak mendapatkan pendidikan. Pemerintah Provinsi Jawa Timur melaluiDinas Pendidikan Provinsi Jawa Timur mempunyai hak untuk mengarahkan,membimbing, membantu dan mengawasi penyelenggaraan pendidikan di daerah.Permendikbud 75 tahun 2016 tentang Komite Sekolah mempunyai fungsi untukmeningkatkan peran komite sekolah. Peran komite sekolah dapat dilihat diPermendikbud Nomor 6 tahun 2021 tentang petunjuk teknis bantuan danaoperasional sekolah regular, dan Peraturan Kepala Dinas Pendidikan Provinsi JawaTimur Nomor: 188.4/4157/101/1/2019, tentang penetapan petunjuk teknis biayapenunjang operasional penyelenggaraan pendidikan (BPOPP) tahun 2019. Tujuanpenelitian ini adalah (1) mendiskripsikan dan menganalisis pelaksanaanPermendikbud 75 tahun 2016 dan (2) menggambarkan model implementasi kebijakanPermendikbud Nomor 75 tahun 2016. Dengan metode penelitian kualitatif, hasilpenelitian ini adalah (1) sebanyak 50% pengurus Komite sekolah menjabat sebagaipengurus diatas 6 tahun, (2) sebanyak42% pengurus Komite sekolah adalah hasilpenunjukkan bukan dari hasil pemilihan, (3) sebanyak 62% pengurus Komitesekolah tidak melakukan koordinasi dengan dewan pendidikan/dinas pendidikan,(4) sebanyak 38% pengurus Komite sekolah belum dilibatkan dalam kepanitiaanBOS dan BPOPP.Kata kunci: implementasi, komite sekolah, kebijakan publik
The research “understands the policy of fostering street vendors (PKL) in Surabaya, a study of the Surabaya City Regulation no. 17 of 2003 resulted in the conclusion that a) PKL assisted by the Surabaya City Government have a unique character, on the one hand they receive assistance from the Surabaya City Government but on the other hand as a party against the Surabaya City Government policies regarding various policies that touch the interests of street vendors, In general, the PKL fostered character has calm in doing business so that they become business partners of the Surabaya City Government, b) PKL assisted by the Surabaya City Government have improved their welfare both financially and socially, 2) The Surabaya City Government has realized various efforts to foster street vendors so as to create a clean, orderly, beautiful and safe city of Surabaya. This research was conducted on street vendors and the Surabaya city government using qualitative research by opening up the possibility of various information materials from all sources.
