Does the potential for a successful private sector career induce legislators to leave office? How does this affect the representation voters receive? I show that when former US senators—who now work as lobbyists—become more successful, currently serving senators with similar characteristics are more likely to take private sector employment. I replicate all results on data from the House. A number of tests suggest that senators react to the opportunity costs of holding office. Investigating selection effects, I find that legislative specialists are attracted the most in the Senate. Preliminary evidence suggests that the least wealthy respond most strongly in the House. This suggests that the revolving door shapes the skill set of legislators and the representation voters receive.
Concerns have been raised that transfers of bureaucrats and politicians into the private sector might create unfair advantages for their future employers and even lead to distrust in government. Not surprisingly, the study of the revolving door has therefore gained prominence in the academic literature. Importantly, however, less attention has been paid to the executive branch. We add to the study of the revolving door by presenting the first dataset on the executive revolving door in Denmark. To do so, we trace the frequency, timing and character of the career moves of Danish Ministers and Permanent Secretaries who held office from 2009 to 2019. Our data document that the Danish executive revolving door is widespread: more than a third of Danish Ministers and Permanent Secretaries end up in a private job within the same year or the year after they stop their job. If we extend the period and investigate the entire period after public service, the number is above 60 percent. Moreover, a substantial share of the jobs obtained is in companies and at a senior level. Municipal governments supposedly empower citizens, giving them the ability to shape the political organization of their local community. In spite of this, we know little about whether municipal governments are in fact responsive to the policy views of municipal electorates. In this study, we look at whether the policy implemented by local politicians actually respond to changes in the ideological mood of the electorate. In particular, we compile a unique and comprehensive data set of local fiscal policy in Denmark, which we use to construct municipal-level estimates of fiscal policy conservatism. These detailed policy data are then linked to an indicator of local ideological sentiment. Based on these data, we find strong evidence for dynamic responsiveness: When local preferences change, local public policy responds.
