There is a variety of Land Value Capture that can be used to facilitate access to land and funds for Blue/ Green Infrastructure implementation by capturing incremented land values in and off-site. Transfer of Development Rights instrument used for land conservation provides a new research area for Blue/ Green Infrastructure facilitation. Critical Success Factors for Transfer of Development Rights programs include high demand for bonus development, sustainable receiving areas, TDR Banks, refining market evaluations, TDR facilitation and minimizing transaction costs.
