Well before COVID-19, municipal governments in Vietnam, Thailand and Laos were enacting policies that made street vendor livelihoods increasingly challenging. Yet, vending continues to support tens of thousands of urban households in these three countries. Vendors are often rural-tourban migrants lacking the formal education skills necessary to secure 'modern' urban employment, and despite ongoing government disapproval, vending provides a relatively low entry-cost opportunity for them to support their household's financial needs. Now add to this complex situation the livelihood shocks associated with the COVID-19 pandemic, as well as additional government restrictions across these three countries to mitigate the pandemic's impacts. Drawing on interviews with 61 street vendors in Hanoi, Chiang Mai and Luang Prabang, and rooted in conceptual discussions regarding urban livelihood shocks, we examine how street vendors, especially rural-to-urban migrants, experienced and responded to the 'first wave' of COVID-19, including additional government-imposed constraints on their livelihoods and mobility. We find that a diverse range of responses helped some-but not all-vendors overcome the initial shocks to their livelihoods and household responsibilities. Yet, we also note that the pandemic's onset altered urban-rural connections and mobility, with many vendors who turned to formerly dependable rural-urban ties for support facing unexpected barriers.
In Vietnam's capital city Hanoi, the growing popularity of application based (app‐based) motorbike taxis has offered many inhabitants new opportunities to pursue a mobile livelihood with ride‐hailing platforms. Nonetheless, as this influx of app‐based drivers has hit the city's streets, specific livelihood and mobility frictions have emerged, notably with informal, ‘traditional’ motorbike taxi drivers, or xe ôm. In this paper we analyse these evolving sites and moments of friction and their impacts on driver livelihoods and mobilities for both driver groups. We draw conceptually on debates regarding mobility, platform economies, and urban livelihoods, while specifically interrogating the concept of friction to highlight three possible analytical applications. Methodologically, we interpret static and ride‐along interviews completed with over 130 drivers. We highlight a range of tactics ‘traditional’ and app‐based motorbike taxi drivers have employed to respond to rising frictions, defend their ‘turf’, and maintain their street‐based livelihoods. Driver responses reveal differing access to distinctive forms of social capital and social networks, and contrasting levels of agency regarding their mobilities. By conceptually teasing apart the notion of friction, we wish to expand and deepen understandings of the experiences of vulnerability, precarity, and other impacts of platformisation for different motorbike taxi driver cohorts.
Objectives To examine the uptake of Vietnam's paid maternity leave policy in terms of entitlements and awareness, perceptions, and gaps in implementation through the lens of formally employed female workers. Methods In this mixed methods study, we interviewed 494 formally employed female workers, among whom 107 were pregnant and 387 were mothers of infants and conducted in-depth interviews with a subset of these women (n = 39). Results Of the 494 women interviewed, 268 (54.3%) were working in blue-collar jobs and more than 90% were contributing to the public social insurance fund. Among the 387 mothers on paid maternity leave, 51 (13.2%) did not receive cash entitlements during their leave. Among the 182 mothers with infants aged 6–11 months, 30 (16.5%) returned to work before accruing 180 days of maternity leave. Of 121 women who had returned to work, 26 (21.5%) did not receive a one-hour paid break every day to express breastmilk, relax or breastfeed, and 46 (38.0%) worked the same or more hours per day than before maternity leave. Although most women perceived maternity leave as beneficial for the child's health (92.5%), mother's health (91.5%), family (86.2%), and society (90.7%), fewer women perceived it as beneficial for their income (59.5%), career (46.4%), and employers (30.4%). Not all formally employed women were aware of their maternity protection rights: women were more likely to mention the six-month paid maternity leave (78.7%) and one-hour nursing break (62.3%) than the other nine entitlements (2.0–35.0%). In-depth interviews with pregnant women and mothers of infants supported findings from the quantitative survey. Conclusions Although Vietnam's maternity protection policy helps protect the rights of women and children, our study identified implementation gaps that limit its effectiveness. In order to ensure that all women and their families can fully benefit from maternity protection, there is a need to increase awareness of the full set of maternity entitlements, strengthen enforcement of existing policies, and expand entitlements to the informal sector.
