The travelers, representing the ORNL Energy Division, Efficiency and Renewables Research Section, conducted an in-depth evaluation of the CUMACS/EMCS installed at the 26th Support Group, USAREUR. This endeavor included an evaluation of the overall performance of this system including operations maintenance and end-user impact. System energy efficiency in terms of projected and actual energy and cost savings were analyzed. Conclusions and preliminary recommendations based on this evaluation were also formulated. Under the provisions of Interagency Agreement DOE 1938-B090-A1 between the U.S. Department of Energy (DOE) and the U.S. Army Europe (USAREUR), Martin Marietta Energy Systems, Inc., is providing technical assistance to USAREUR in the areas of computer science, information engineering, energy studies, and engineering and systems development. One of the initial projects authorized under this interagency agreement is the evaluation of utility and energy monitoring and control systems (UEMCSs) installed at selected U.S. Army installations in Europe. This report is an evaluation of the overall energy-conservation effectiveness and use of the UEMCS at the 409th Base Support Battalion located in Grafenw6hr, Germany. The 409th Base Support Battalion is a large USAREUR military training facility that comprises a large training area, leased housing, the main post area, and the camp areas that include Camps Aachen, Algier, Normandy, Cheb, and Kasserine. Ali of these facilities are consumers of electrical and thermal energy. However, only buildings and facilities in the main post area and Camps Aachen, Algier, and Normandy are under the control of the UEMCS. The focus of this evaluation report is on these specific areas.
