This brief paper summarizes the proceedings of a C.W.R.A. regional conference held in Hanna, Alberta in October 1982 by the Alberta Branch of the C.W.R A. The conference's theme explored soils and wateraS a conStraint to econom ic and Soclal development in the very dry PalliserTriangle area in Alberta. The f irst of f ive papers in the plenary session reviewed the history of agriculture since I900, including the catastrophic efforts of the drought of the 1930's and the subsequent decline in poDUlation in the area. The second and third papers summarized the potential conStraints and opportu nities of water and soils to the area'S f UtUre expanSion while the fourth and f ifth examined the irrigation from the institutional and technological perspectives as a vehicle lor overcoming the regions current agriculturat de velopment stag nation. The conference was attended by some 200 people including 50 local area residents and farmers, Resume.Ce court expos6 r6sume les d6bats du congrbs r6gional de la Canadian Water Resources Association, qui a lieu d Hanna, en Alberta. au mois d'oclobre 1982, organis6 par la branche albertaine de cette association.
